Designed and implemented a fully automated solution for on-street charity collection permits realising £9K annual savings. Further savings identified include efficiency savings (1.25 FTE), cost avoidance (£15K) and improved customer experience through business process reengineering and the implementation of SAAS solution for online applications;• Consultation on adopting ITIL best practice within the IT service to optimise the benefits from transitioning to new IT Service Management toolkit (ServiceNow);• Consultative advice on the setting up of their digital programme combining business processes and IT led transformation using Agile, MSP and Government Digital Service best practice. Mentored change team in adapting systems thinking methodology into digital transformation.The contract was originally for 5 months but was extended 3 times.

As Strategic Lead for ICT (/Head of Service) held overall responsibility for ICT at the council.Achievements:• Developed, maintained and adapted the council’s ICT Strategy, ensuring it’s alignment with the council’s business strategy and ensuring that the technology and IT services it delivered provided a secure, robust platform and to enabled business outcomes in order to support key strategic priorities such as the digital agenda. • Built and lead a large team to deliver IT and business improvement services to a large local government organisation. Redesigning IT service provision to align to ITIL best practice. Developed plans to deliver further reduce costs of the ICT Service, on track to deliver further savings of £792K p.a. by 2017 (£521K delivered) in addition to the £2.7M already achieved (highlighted below).• Developed the council’s IT sourcing strategy and procured a new £30M ICT outsource contract delivering circa 20% savings on former contract. This included researching and agreeing the business requirements with senior stakeholders, engaging with the market to ensure a high level of interest and writing the ITT. Led the team evaluating the tender responses and recommending to the lead cabinet member on the decision to award. Managed the transition from the old provider to the new one including moving operations to a new IT service centre. The transition took place on time and within budget with no perceivable loss of service.• Led a programme to transform ways of working through the introduction of enabling technologies such desktop virtualisation, mobile solutions, instant messaging, VOIP and Wi-Fi. In addition to the introduction of new technology my focus was on ensuring a high level of business adoption to improve staff efficiency and effectiveness as well as enabling property rationalisation to occur. To that end recruited and maintained a network of business change champions to facilitate the changes to working practices.

Delivered the remaining projects to meet this target including re-negotiating contracts with key suppliers and reviewing and ceasing unnecessary expenditure. The success of this project led to promotion to the position of Strategic Lead for ICT.• Project managed the achievement of NHS N3 Information Governance Statement of Compliance, working with a cross council team. As well as achieving accreditation this work resulting in greatly improving the council’s maturity in Information Management.
