    Garrett managed the National Diabetes Prevention Program's (NDPP) Customer Service Center (CSC), a Salesforce Community implementation that was first of its kind at Center for Disease Control and Prevention (CDC). Garrett led the maintenance, operations, and system enhancements to the CSC, development of content and resources for CSC users, and managed the process for a team of subject matter experts to provide technical assistance to participants in the NDPP. To do this, Garrett: • Managed the CSC Salesforce platform to support CDC-recognized organizations delivering the NDPP. Through this effort, Garrett and his team supported the growing demand for self-service resources to answer key questions about NDPP delivery and provided tailored technical assistance. This Salesforce implementation provides an efficient process to serve NDPP customer needs and reduced client LOE by ~90%. • Used a Customer Experience (CX) mindset to manage the maintenance and upkeep of the CSC Salesforce platform by providing systematic updates to improve user experience for customers and program administrators. • Supported business development efforts to expand Deloitte's market capture in the CDC by working on RFPs that totaled over $100M in net revenue gained over the next 5 years. • Established quality standards and operating procedures with a team of ~20 practitioners to improve client delivery and project outcomes, reduce project risk, drive higher project profitability for the Deloitte CDC account which accounts for 500+ practitioners and ~$150M of managed revenue. • Facilitated the reorganization of the of a learning and development branch in CDC's Division for Global Health Protection by using transformation best-practices to supplement the strategy expertise that he brings to the project. Outcomes of this effort provided enabling services (measurement, evaluation, communications, policy development, curriculum development, and innovation) to support their mission.

    Garrett supported the US Customs and Border Protection (CBP) within the Traveler Entry Programs (TEP) Directorate through his lead role on the All Modes APIS, eBadge, and Strategy workstreams. TEP was responsible for all of the systems that account for travelers entering the country. As the business owners of these systems, TEP is responsible for policy, innovation, and process improvement to drive a better traveling experience for the public while further safeguarding the nation’s border. To do this, Garrett:• Led the strategy workstream to help TEP director define his overall directorate strategy and identify his priority initiatives upon which he will measure his success. To achieve this, Garrett and his team helped develop a series of facilitated strategy labs to define this information for the client using best practices from the Deloitte strategy practice. This effort has enabled the Deloitte support team to explore additional areas of revenue within the space in the form of Project Management trainings/toolkits and Performance Measurement (i.e. development of KPIs, Metrics, and Visualization tools). • Led the Bus APIS workstream where he led a team to establish the transmission of passenger information from bus carriers to land border ports of entry, which will enhance targeting and traveler processing at the land border aiding in agency-wide mandates to enhance border security and enable biometric technologies. Deloitte’s support for this initiative involves strategic planning, program management support, and establishing programmatic metrics/KPI. • Led the eBadge workstream to help promote national program expansion of the eBadge program to all US airports by the end of the calendar year. This program expansion will improve inter-agency relationships with TSA and the FBI, establish a training regimen nationally for CBP officers, and enhance airport security nationally.

    Garrett supported the United States Postal Service (USPS) Corporate Information Security Office (CISO) through his role under the Strategic Management Office (SMO). SMO provides USPS with the enterprise-level cyber security defense and support through strategic planning, governance and oversight, and executive management support to aid in CISO’s mission to protect USPS from cyber threats. To do this, Garrett:• Constructed the Project Governance Lifecycle process for the procurement and execution of high-priority projects within the portfolio of USPS’ CISO Vice President. Garrett’s role in the effort was to develop a strategy for managing projects within CISO and determine a solution for how to measure project performance. Garrett’s support for this effort included the development of an excel-based project workbook to capture planning and reporting for the projects in the process. Garrett also developed a project management dashboard in excel to communicate project status for CISO executives. • Led the SMO’s effort to provide support for organizational management best practices through the CERT Resilience Management Model (RMM). Garrett’s role in this process was to provide analytic support (via Tableau) for the RMM model via an intricate excel based tool to measure the level of completion of the model and translate those outputs into executive-level briefing materials. • Led a strategic planning exercises for the Deputy CISO portfolio to determine their organizational strategy for the entire 2018 Fiscal Year. These goals helped drive the deputy CISO program leads strategy for the FY18. Garrett and his team will also be responsible for institutionalizing strategic planning best practices for the entire CISO organization. • Carried out critical program management activities for the deputy CISO to provide her with regular reporting, scheduling, meeting and stakeholder management, contractor travel requests and overall CISO process improvement.

In addition, provided a framework for future onboarding and training activities for future practitioners to follow.• Led the Risk and Modelling Analysis (RMA) work stream for the SRAB team to provide qualitative and quantitative case studies integral to success of the TSA’s risk management framework. These analyses provided by Garrett and the RMA team included: Resource Allocation, Analysis of Alternatives (AoA), Return on Investment(ROI), Enterprise Risk Assessments, among others. • Developed an Analysis of Alternatives for the TSA to respond to real-time threats concerning the Department of Homeland Security (DHS) in the spring of 2017. • Provided risk analysis support to develop an executive briefing for TSA’s Acting Administrator (Dr. Huban Gowadia) to present to DHS Secretary (John Kelly) and a European Union panel of security experts and travel diplomats on the United States’ current security posture for screening carry-on baggage.
