U.S. Fleet Forces Command (USFF) generates Navy Forces ready for operational commanders. USFF acts as the Global Force Manager for the Navy, working with all Navy Component Commanders to ensure that warfighting capabilities and requirements are integrated into the Fleet. The Surface Maintenance Branch Manager provides oversight of surface ship maintenance and modernization performed in Norfolk, VA; Mayport, FL; Rota, Spain; and Manama, Bahrain. Coordinates surface ship depot-level maintenance availabilities with the Office of Chief of Naval Operations (OPNAV) staff, Naval Sea Systems (NAVSEA) staff and Naval Surface Forces Atlantic (CNSL) staff to manage industrial and operational requirements. Performs surface ship maintenance availability planning and execution progress analysis. Provides oversight of material readiness issues significantly impacting fleet training and operations.

Led a team of 3200+ personnel consisting of 321 Federal employees, 119 Military, 2600+ Japanese employees and 50+ contract personnel executing, on average, 500,000+ man-days of direct work with an annual operating budget of $425M+ providing repairs, maintenance and modernization to 20 surface ships including non-nuclear maintenance to the Navy’s only permanently forward deployed aircraft carrier. Provided contract management oversight of contractor execution of ship maintenance and modernization. Provided Fleet Technical Assistance and Navy Diver support to deployed ships in the Western Pacific and Indian Ocean.

Led the Northwest Regional Maintenance Center team executing contract management oversight of contractor maintenance, repair and modernization to surface ships and non-nuclear maintenance and repair on submarines and aircraft carriers. Responsible for providing Fleet Technical Assistance on surface ships, aircraft carriers and submarines.

Led the Production Department comprised of 5000+ trades personnel. Responsible for the training and development of trades personnel, ship repair processes, and shop manufacturing processes. Developed and managed the facility maintenance budget which included major upgrades and revitalization to infrastructure (buildings, power, distribution, etc.) waterfront piers and maintenance of dry docks.

SRF-JRMC is a medium-sized, full-service, non-nuclear naval shipyard providing modernization, maintenance and repair through depot-level maintenance availabilities (including dry-dockings), Led a production team of 1200+ personnel consisting of 8 Federal employees and 1200+ Japanese trades employees (dive locker, hull, machinery, electrical, boiler, service groups) providing repairs, maintenance and modernization to 11 surface ships including non-nuclear maintenance to the Navy’s only permanently forward deployed aircraft carrier. Developed production schedules and resource plans for large scale repair and modernization projects. Balanced and set priorities among project teams and production resources to execute production schedules to meet dynamic customer requirements and expectations. Developed schedule recovery plans and led technical teams in root cause analysis for quality and process failures.

Mid-Atlantic Regional Maintenance Center (MARMC) provides Depot and Intermediate level maintenance, diver and Fleet Technical Assistance (FTA) support to surface ships, aircraft carriers, submarines, shore activities, and other commands in the Mid-Atlantic region. Led Project Management teams consisting of 230+ civilian and military personnel responsible for contract management oversight of maintenance and modernization requirements for 32 surface combatants. Responsible for oversight of multiple contracts and work executed in private shipyards located throughout the Hampton Roads area.

Bahrain

Mid-Atlantic Regional Maintenance Center (MARMC) Detachment Bahrain provided engineering and technical services for maintenance and modernization of naval ships and craft in the FIFTH Fleet Area of Responsibility (AOR). As Officer-in-Charge (OIC), led the MARMC Det Bahrain team consisting of 34 US Civil Service, military and contractor personnel providing intermediate- and depot-level maintenance for 9 forward deployed naval force ships, including Chief of Naval Operations (CNO) and Continuous Maintenance (CMAV/CM) availability, planning, execution, and oversight. Provided Voyage Repair planning, execution, and oversight for ships operating in the FIFTH Fleet Area of Responsibility. Provided sustainment, fleet technical assistance and voyage repairs to naval ships and craft operating within the FIFTH and SIXTH Fleets.
