Uk Procurement Manager & Global Electronics Commodity Manager
• Leading a team of seven within the Tactical/ Strategic Procurement department with an overall spend of circa $25m for the Elster Luton site, encompassing all facets of the business, from security and catering contracts to selection of key suppliers and partners for all commodity groups.• Selection of supplier base for up to 60 business units worldwide.• Supply chain integration and management for tier 1, tier 2 and tier 3 suppliers. • Driving cost-down projects including sourcing from low-cost countries. • Working with Design and Development to source components for new product introductions.• Development of RFQ process• Negotiation of prices and contracts, for both existing and new suppliers, inclusive of Master Procurement Agreements, Design & Development Agreements, Pricing Agreements & Operational Memorandums, Non-Disclosure Agreements and Manufacturing Service Contracts.• Conduct quarterly business risk analysis and mitigation programs, both from site and supply chain perspectives• Ongoing initiatives to increase supplier payment terms and improve working capital.• Responsible for coordination and execution of activities surrounding the procurement of all goods, services, equipment and materials required for the daily operations of the Luton office, including capital, and NPI.• Delivered targeted site spend savings of $2m for past four years, but does not include project or lead coordinator roles for other associate company cost reduction programs.• Rationalisation of supplier database, grouping similar products together from different Elster sites in order to leverage pricing and payment terms with preferred suppliers.• Outsourcing of products and components from various manufacturing sites including UK, Italy, Germany and Colombia, achieving targeted savings figures in the process.• Renegotiation of major contracts, as a part of ongoing QCD programs, focusing on ‘added-value’ spend, achieving reductions between 2 and 6% per annum.
