* Governance: I controlled the structure, process, and procedures to control operations and changes to performance objectives by incorporating Earned Value Management practices.. * Assurance: I verified and validated the program utilizing the understanding gained from the Federal Acquisition Regulation Manual (FAR), ensuring adherence to standards and alignment with both the Government and Corporate vision. * Finances: I've tracked finances using Access and Excel spreadsheets that helped us stay under budget and cut basic costs together with wider costs of administering the program. * Infrastructure: I've reallocated resources to influences the cost and success of the program, helping the infrastructure cover offices, version control, and IT. * Planning: I have developed a MS Project file plan that brings together the information on projects, resources, timescales, monitoring and control.[1]

Planned, directed and supervised the execution of activities and administrative functions of a New Equipment Training and Life Cycle Replacements events to develop Statements of Work, Requirements Documentation and MOAs. Acted as the Government Oversight for the PMO with the users and selected vendors during installation, implementation, validation, support, and execution.Negotiated the Teaming agreements with several government offices, both federal and state representatives. Assisted software developers in understanding user issues and business processes and practices to promote a comprehensive application. Provided direct on-site customer support and assisted with connectivity and network functionality of the Enterprise system during fielding, including participation in and support of the Quality Improvement Process. Updated, maintained and disseminated all IA hardware and software to reflect the latest versions needed to access NIPRNET & SIPRNET. Mobilized PMO resources, through effective liaison with various departments and gaining commands, to create a fielding team capable of doing quality work. Developed schedules and plans for the various elements of fielding. Assigned responsibility for executing fielding plans to key subordinates and/or tasked personnel after careful assessment of how to utilize their qualifications and capabilities. Monitored and reported to management the progress of all fielding activity, including significant milestones, and any conditions which would affect fielding cost or schedule.Devised and executed action plans to rectify potential fielding cost overruns or delays, or to accommodate significant changes to the scope of work. Advised the users and PMO leadership of any such changes, as well as completing other responsibilities associated with this position as may be appropriate. Assess “As Is” documentation of process/procedures for training in place. Recommend mitigating short comings and single points of failure.

• Acting as a Portfolio Manager and providing consulting advisory services and implementation support for developing processes, governance, and utilizing industry best practices and tools for the new PMO.• Work closely with the Program Executive Office (PEO) Sr. Leaders to develop Statements of Work, Requirements Documentation, Requests for Proposals, define scope, Acquisitions and Procurement timeframes for implementation of capabilities of the PEO through Strategic Planning, Portfolio Resource Management , managing a multi-project environment, developing a Portfolio Management Office (PMO) organizational maturity model with applied roles and responsibilities and developing a Road Map to Implement a PMO .• Interact with individual Project Managers within the Benefits Division and provide guidance and support for standardized project management processes, documentation, and reporting in accordance with federal and DVA guidelines and requirements.• Develop processes, instructions, templates, tools, and other items to support the stand up and institutionalization of the PEO by developing and maintaining the Plan of Action and Milestones documentation (POA&M). • Assess and amend the current COOP/DR capabilities for the Benefits Program Executive Office to encompass all hardware, software, networking capabilities and personnel for the Department of Veterans Affairs, Benefits Program Executive Office.
