On October 18, 2016, Harris was requested and provided my services to Veolia NA Capital Program Management as a Senior Construction Manager at the City of Richmond Wastewater Treatment Plant. I am tasked to provide project management and coordination with the plant staff and PG&E on a plant wide $10 million dollar Electrical Distribution System - Rehabilitation Project. My tasks included oversight of the work, safety, assisting with solutions to issues that arise, responding to and coordinating engineering questions and testing activities, inspecting, reporting on Site Pollution Control Measures, testing and coordination with energizing the 15kV Switchgear Facility, completion and testing of the upgrades to the Plants Emergency Generator, and coordinating all of the switch over by the end of the first quarter of 2018. I've also been tasked to manage the $3.8 million dollar Rio Vista Metering Project for Veolia. My tasks are to manage and coordinate the installation of the new Sensus iPearl Water Management System. The installation began in early March 2017 with a completion date on or before the end of August 2017. During this same time period I was also task with the managing of the upgrade of Secondary Clarifier structures and mechanism. The project first phase was completed Thanksgiving 2017. In 2018, the remaining two Secondary Clarifiers will be completed and the contractor will go back on Secondary Clarifier No. 1 and complete the blasting and painting of the launder support frame. Also, during this time period, repairs to the Primary Sedimentation Basin No. 2 structure. The contractor will high pressure blast the interior of the Basin to sound concrete, remove and replace the damaged reinforcing, and hand trowel on a mix of epoxy cement back to the original dimensions of the structural elements. The repair of the Primary Sedimentation Basin and the upgrade of the Secondary Clarifiers will be completed by mid December 2018.

Managed the $53-million dollar EPC construction and start-up of a SX facility. The components of the facility consisted: SXH SXI Mixer/Settler cells, storage tank farm, and mechanical, electrical and piping (MEP) to separate rare earth metals from other waste earth minerals. After completion of the SXHI FeU facility, I was tasked with starting another EPC project for the site wide Tank Farm MEP construction and turned over to a Process Engineer to complete. I was also task to develop a Scope of Work plan, estimate cost and oversee the start of the installation of the site-wide heat tracing and insulation program for the at-risk exposed pipes. I also task with the coordination and management of the tie-in of the site distribution system between the various Molycorp process facilities for start-up and full operation of the Molycorp process. The facility, under a fast track construction schedule, was completed in eight months from start of construction to full operation.
Field Contract Administrator/Resident Project Engineer
Assisted the regional and project construction managers with Lump Sum building of a $84-million dollar, 7-mile, 72-inch diameter water transmission pipeline with three miles of both micro tunneling, bore and jack operations, pipeline appurtenances, four vault structures, three control buildings and customer service turnouts. The project was completed on schedule despite discovery of severely contaminated groundwater and the Micro Tunneling Boring Machine (MTBM) hitting an unknown steel pile supported approach slab under the heavily used Union Pacific rail line. We worked closely with the contractor in developing a means and method that the contractor and other stakeholders could agree with in resolving the cost and schedule: 1) development of an economical treatment system, thereby enabling discharge of treated groundwater to a municipal sewer system and 2) installing a new receiving/bore shaft outside the 25-foot work zone of the tracks and removing a 35-foot section of the casing to back out the MTBM while not delaying rail traffic. The groundwater treatment system saved the project approximately $13-million dollar in trucking fees to dispose of groundwater elsewhere. Work continued concurrently on pipeline construction to prevent additional time extensions to the project schedule and other construction schedules.

Managed the Lump Sum construction of a new $45-million dollar aeration basin and improvements to the existing aeration basins to provide an additional 10-mgd wastewater treatment to an award winning 25-mgd wastewater treatment plant operated by Clean Water Services. The project was completed 11 months ahead of schedule with change orders less than 3% of the original contract price. This was accomplished by working with the contractor to find faster ways within their means and methods, budget and baseline schedule to complete the work and develop a same day response from the engineers to submitted Request for Information.
