The Army Science Board (ASB) provides the Army with independent advice and recommendations on matters relating to the Army’s scientific, technological, manufacturing, logistics and business management functions, as well as other matters the Secretary of the Army deems important to the Department of the Army. A member of the Senior Executive Service, serves as the Director of the U.S. Army Geospatial Center in Alexandria, Virginia. The Army Geospatial Center is the Army’s knowledge center for geospatial expertise and provides geospatial information reach-back capability to field units. As Director, responsible for supporting the operations, intelligence, acquisition, research & development and modeling & simulation communities with geospatial information. The Center focuses on the development, exploitation, production, and distribution of topographic, geodetic, and geospatial information, tools and services for the Army and other Department of Defense and National programs. The Center has forward deployed and reach back elements conducting the collection, dissemination and analysis of Geospatial data supporting units in contact; provides direct acquisition support to multiple Program Executive Officers and Program Managers involved in national and tactical programs; and conducts research into Geospatial data management, information constructs, data generation, enterprise technology, applications and sensors. Also serves as Director of ERDC Geospatial Research Laboratory responsible for all geospatial related Science and Technology Development for the Army to support Army Modernization.Also serves as the Army’s Geospatial Information Officer, with responsibility for collecting and validating geospatial requirements, formulating geospatial policy, setting priorities and securing resources supporting the Army Geospatial Enterprise, and synchronizing geospatial solutions at both HQDA and Secretariat levels of Army governance.

Responsible for providing Signals Intelligence, Electronic Warfare, Measurement and Signature Intelligence, Information Operations, Intelligence Dissemination/Fusion and Quick Reaction Capabilities through the research and development of Intelligence, Surveillance, and Reconnaissance Systems in Acquisition Support to the US Army. Also led the organization in providing expert technical support to various Program Executive Offices and Project Managers across the Army and Joint Service acquisition communities.

Responsible for the planning and execution of the Army’s Science and Technology Investments in Mission Command, Power generation, Assured Position, Navigation and Timing (A-PNT) and Quick Reaction and Prototyping Technology. Provided engineering support and products to Army Program Executive Offices, Joint Offices and other Services.

Director Army Architecture Integration Center and Army Chief Data Officer. Served as the both the Army Chief Network Architect and Chief Data Officer responsible for ensuring the interoperability and supportability of the Army’s Information Technology Architectures and leading the planning, development and implementation of the Army’s Enterprise Architecture. Initiated the Army Data Board and developed the Army Data Strategy.

Served as the Director of the Army's Communications and Electronics R&D center overseeing a workforce of over 2400 employees and executing an annual budget of over $ 1 B. Responsible for the development of innovative C4ISR technologies in support of the US Army and delivery of engineering services to the US Military.
