As the Chief of Protective Services:I provide program leadership, and guidance for the development and pursuit of long-term goals, productivity improvement, efficiency, safety, security, and stability. I provide occupational specific technical and administrative direction to subordinate employees performing the work and functions of the organization. I Obtain resources and identify strategic objectives for the organization. I define jobs, select employees, and assign work. I define technical work requirements and milestones, evaluate the organization and employee accomplishments by accepting or rejecting work products and presents and defends organization and employees work to senior management and other offices. I recommend employee promotions and recognition; approve leave; implement performance modifications and take corrective actions as appropriate. As the Chief of Security, I supervised a diverse staff of security and intelligence specialists.Personnel Security: As the recognized technical authority in personnel security, formulates security policy, procedures, systems and programs involving the loyalty and reliability of people for access to SAP and SCI programs. Industrial Security: Plans and coordinates a variety of sensitive and complex projects encompassing the entire spectrum of the security field that involves the management of classified information maintained at contractor industrial facilities. Critically analyzes new laws, regulations, and other security directives. Provides definitive studies regarding risks and ramifications, including recommendation for policy action. Information Security: Uses initiative, judgment, and originality in developing and monitoring processes for complying with restriction on transferring sensitive information between U.S. classified programs. Makes decisions on restrictions so information may be released to one specific SAR or SCI program but not to others, and monitors the precautions taken to protect such information from unauthorized transfer. Physical Security: Serves as the authoritative information source for the most sensitive and complex classified cases and counterintelligence issues, procedures, relevant case law, and practices. Recommends methods for enhancing efficiency of SAP and SCI security systems and administrative programs through modification and application of evolving technologies.

I develop performance standards and conduct security analysis of all security aspects including facility physical security, personnel security, industrial security and information security. I analyze, plan, schedule, and coordinate all security policy that directs the course of security programs. I provide oversight in the execution and implementation of policies and procedures governing the protection of collateral security facilities, operations, information, and material.

As the a Supervisory Security Specialist for the Pentagon, National Capital Region and Raven Rock Mountain Complex. I provide technical and administrative supervision including personnel administration, budget, plans and operations. I organize, plan, and direct work of all assigned personnel. I prepared, reviewed and presented plans, programs, policies, regulations and orders to support the command's mission. I identify, plan, coordinate and monitor the effective implementation of security policies and procedures in security disciplines protecting sensitive information, technology, materiel, and operations. Working with the United States Army Corps of Engineers: I Advise senior leaders and subordinates on policy, product execution, and processes for civil, military and interagency projects to include water resources, construction, environmental and technical services. I resolve program and project execution problems related to scheduling, cost, quality and customer interface. I manage project execution to include tasks such as; assigning work, balancing workloads and preparing project budgets.While assigned to P.F.P.A, I worked as the Chief of Policy where I ensured the effective implementation of security and police policies and procedures as they pertain to the Pentagon and the National Capital Region. I wrote the Security Services Directorate Strategic Plan, SOPS, White Papers and Congressional responses for the agency. I continued to train in the security and Law Enforcement fields to maintain my knowledge of security disciplines. This position gave me experience in developing and implementing internal security policies and practices for major security programs in a large complex organization (Pentagon). This included demonstrated experience in policies and programs relating to information, personnel, physical and technical security, building security, identification media and insider threats.

GS-0083-04/05 DoD police officer working for the Navy. As a police officer I conducted routine patrols, enforced base, state and federal laws and wrote incident reports. I conducted investigations into crimes and attended and testified in court. I became a field training officer where I instructed field training employees on basic law enforcement and patrol procedures. In 1997 I was promoted to GS0083-06 lead police officer/Corporal. I was assigned as the desk sergeant and road supervisor where I assigned work, responded to incidents to ensure the proper rules and regulations were being administered. I was asked to start up the first NAS JAX basic law enforcement academy. I instructed 3 10-week courses on basic law enforcement, self-defense and firearms training over 40 new officers prior to promoting out of the position. In 1999 I was promoted to GS-0083-08 Police Lieutenant where I served as the senior watch officer in charge of all police, investigations and K9 support personnel assigned to bravo shift. I was required to obtain a comprehensive knowledge of administrative laws, policies, precedents and regulations applicable to law enforcement program management and administration. I attended several courses of instruction to maintain my instructor certifications. I continued to teach basic and advance law enforcement techniques and in 2000 I was asked to take a temporary promotion to GS-1712-09 Chief of Police Training. After 6 months in the position, I applied for and accepted the position full time. As the chief of training, I managed the training department and supervised all Lieutenants, Sergeants and patrolmen who were sent through training for the mandatory 80 hours of basic law enforcement and/or advanced training in firearms or self-defense. After 9/11 I was asked to look into the base physical security program where I made improvements and conducted exercises on the response force. I was assigned as the ATO prior to promoting out of the command.
