On completion of the assignments of O&M Director, between 2012 and 2015 – which took longer than anticipated due to the late opening of the airport (opened in April 2014 instead of December 2012) I was assigned as the General Manager of Beumer Doha (Crisplant) initially with the main task of closing out new and existing claims on the main passenger terminal, the crew system and the Qatar Airways Maintenance Hanger. Moving onto the development of the business and managing/bidding major new projects within Doha and the UAE with a view to returning to a Project Director position on a major contract.

Doha, Qatar

Assignments was to (without any previous O&M experience)At DIA – to take over the management of the existing O&M contracts at the old airportAt HIA – to set up and run the O&M organisation for the BHS Projects (main passenger terminal, crew terminal and the Qatar Airways Maintenance Hanger). Going live with the aforementioned new airport facilities, through the defects liability period, gaining full acceptance from the employer, engineer and the main contractors – achieving the final acceptance certificates by meeting all contracted requirements including full achievement of all O&M KPI's and then starting the five years O&M contracts. The role required the employment and deployment of 129 staff and the development and running of practically all the business systems, welfare systems and facilities.Final acceptance was achieved at the earliest allowable time in the contract, which was the 29 July 2015.

Qatar

Nominated Subcontractor (NSC) Project Manager of the Specialist Equipment (S+E) for the New Doha International Airport (NDIA) Catering Facility.Assignment is to manage the coordinated design and build through to implementation (of operations) of 9 NSC’s S+E contracts (QR 400 million). Systems have to be designed independently (fit for purpose) but at the same time coordinated together and into the new catering facility building.Initially, due to my previous experience, my CV was used in the tender package to prove competency in the proposed senior project management team. On award I joined the project and set up the NSC coordination team. Practically all NSC scopes include mechanical, electrical and control systems. In the main the scope of supply consists of - In House Logistics (bin/pallet conveyors with high bay stores), Cart Transportation System (overhead electric mono rail), Ware Wash System (21 ware wash machines plus central dosing and controls), Vacuum Waste System, Food Production Equipment (over 3000 pieces of equipment), Stainless Steel Equipment, Cold Room and Refrigeration (plant and controls to service 194 free standing refrigeration consumer pieces plus 77 cold/freezer rooms), Dry Cleaning/Laundry Plant and a Food Laboratory.

Dubai

Initially Controls Project Manager then Director of Operations for the Dubai International Airport Terminal 3 Development Baggage Handling SystemAt the time of joining the project the design was well on its way, so the primary objective was to plan the deployment of the system. This means planning the organisation and recruiting to fill the gaps in the implementation team. Preparing detailed activity plans, coordinating the works, providing supporting processes, creating and rolling out performance measurements for the operations, commissioning and integration phases. At the same time maintaining the contractual position and managing the time, cost and quality of the processes and deliverables.The deliverables being a working baggage handling system which consists of 228 check in counters, 14 claim carrousels, 23km of belt conveyor, 68km of tray system and 17,000 drives designed to carry 43 million passengers/year at 14,000 bags/hour with max transfer/departure time of 25 minutes. Controlled by 140 PLC’s and 35 safety PLC’s.

Responsible to the Project Director for the planning and implementation of the co-ordinated design, production, commissioning, integration, acceptance and handover of the Heathrow Terminal 5 Baggage Handling Controls System. (Labour content worth £50 million)The control system has been designed to control and manage 15 km of conveyor, 7 km of DCV with 900 carts, 1.6 km of baggage sorter, 6,990 electric motors, 24 HBS machines, 36 EBS cranes with 4200 storage positions. The controls design development life cycle is based on Mil 498 (V–Lifecycle). The key physical elements of the control system are 185 Siemens S7 PLC’s, 28 Safety PLC’s, 400 PC’s work stations and 25 servers.

Freeserve Programme Manager – Dec. 01 to Sept. 02.Responsible to the ISP (Internet Service Provide) business unit for the delivery of Freeserve network infrastructure.Network Build Dependency Manager - July 01 to Dec. 01Overall governance of the end to end delivery of the Energis UK network to meet Advanced Capacity Orders (ACO) with BT and Other Licensed Operators (OLO) Switch Project Manager - Jan. 00 to July 01Responsible for the development of new facilities and the installation, commissioning and integration of new switches into the Energis live network. Completed two major switch programmes both valued at approx. 9 million. Equipment used - Nortel DMS 100’s (Eurocab and Spectrum) and CVX. Transmission equipment being Marconi (MHS86) 4/1 cross connects. Additional Training - Prince 2 Practitioner, Telecommunications Network Foundation, Nortel Overview on DMS 100 and Health and Safety for Managers.

Malaysia

Responsible to the Managing Director’s of the three Consortium Partners for all aspects of Project Management - Scope, Organisation, Quality, Cost (including claims management), Time and Risk of a £20 million M&E design and build contract for MAS Inflight Catering in Malaysia, as part of the development of Kuala Lumpur International Airport. The consortium members were Schierholz, MHE Dematic and AlstomThe Clients Management team consisted of BMW Joint Venture (Bovis/McClier/WTW Lehrer McGovern) - Project & Construction Management Consultants based in Malaysia and I+O GmbH - System Equipment Consultants based in Germany. The project scope consisted of:-A high level Process Control System (PCS) operating on two Dec Alpha 2000 servers running Oracle connected via a LAN to 120 PC’s and other peripheral devices. The PCS is split into two systems namely Cart Management Control System (CMCS) and a Stores Management Control System (SMCS); A PLC control system consisting ten modicon 984 785 E in fourteen control panel suites with approx. 10,000 I/O; A plant visualisation system:- Control and Monitoring System (CMS) operating on two HP Vectra’s running Factory Link.An overhead Power and Free conveying system approx. 6000 Mts. long designed to hold 600 hangers with nineteen charging and discharging station. A bin system approx. 1000 Mts. in length with seventeen charging and discharging stations, eighteen lift sections, three storage systems consisting of two buffer stores serviced by three 25 kg cranes with a total of 10,000 storage positions and a high bay warehouse serviced by two 25 kg cranes with 13,500 storage positions. A pallet conveyor and storage system consisting of 150 Mts. of conveyor, four work stations, one lift section and a high bay warehouse with 3500 pallet storage positions serviced by two 1500 kg cranes. Responsible to the board for the successful completion of all contracts. On average, work in progress value, £4 million per year. I was also personally responsible for project managing a £2.2 million sortation system for Royal Mail Parcel Force and a £600 thousand carton conveying system for Freeman’s. A sample of other contracts worked on during this period are sortation system for Uni-part and a paint shop computer system for Landrover. I had four direct staff made up of three project managers and one site manager who were given, by myself, annual performance reviews.Over and above operational responsibility, as head of the department, I was involved in strategic planning for the division.

Responsible for all aspects of project scheduling and control. Reporting to board level on both financial and progress details on the following activities - mechanical design, hardware design, PLC software, computer systems software, drawing office, manufacturing, procurement, site installation and commissioning through to hand over. This necessitated continuous liaison with all internal disciplines, subcontractors, suppliers, main contractors and the end user thus ensuring the efficient expedition of the contract to specification, on programme and within budget.Contracts Completed: End user Mars Electronics, for the mechanical and controls design and implementation of an automatic 18 station robotics assembly line for coin discriminators, value £2 million. End user BAA Stansted Airports Development, for the electrical design and implementation of passenger baggage handling facilities, value £4 million.Additional Experience: SuperProject.

Responsible for managing electrical contractors on site during installation and the commissioning of the total plant through to production trails, hand-over and customer training.
