About Gary Dorr

I take analytic and innovative approaches to problem-solving and I think that gives me the ability to work across a wide range of professional obstacles. Although some sort of policy interpretation has also been a process I have undertaken in most positions. I have a goal of seeing equality and accountability for tribal/federal government relation-actions. I have written articles outlining the leasing process that is most beneficial to Tribal Land Owners and influenced tribal policy changes on three reservations. I advocated for the protection of Treaty rights as they apply to protection from pesticides of the resources which are consumed as food products by Native Americans, in addition to the National Campaign I have undertaken with the Rosebud Sioux Tribe against the Keystone XL Pipeline. I have spoken at numerous National events and for National and International media appearances educating the public of the Treaty stipulations still in effect for the Great Sioux Nation.

Shield the People has conducted multiple seminars, spiritual meetings, occupy a Spirit Encampment of Tipis from March 29, 2014 to over a year later, and other national coordination efforts which has so far culminated in a week-long tipi encampment on the National Mall in Washington D.C. from April 20-27, 2014. Collaborated with Bold Nebraska, and several other national-level environmental defense organizations to provide the narrative of the Rosebud Sioux Tribe, among several other tribes, that the (proposed) Keystone XL Pipeline was too severe of a threat to the marginalized tribal communities, and their drinking water.

    I developed a major agricultural Land Use Development Plan. I like the development aspect in that I will be advocating for major leasing policy changes, and a step toward Tribal autonomy over the farming and the water resources. There are no shortages of obstacles that are thrown at Tribal Landowners in the agricultural area. I used grant funding to develop this agricultural plan so we can look at yesterday and do the agricultural management better today and tomorrow. I have been looking at state statistics for leases, revenues and crop prices to formulate a fair leasing policy and initiate the changeover to gross revenue crop share leases. We hope to make a new avenue for tribal economic development as a tribal farming and cattle ranching enterprise over 193,000 acres of the Rosebud Sioux Indian Reservation.

As a commissioner I coordinate with fish and wildlife staff members to interpret biological reports and provide policy recommendations regarding the ethical exercise of tribal hunting rights. In addition this commission coordinates training and education sessions to enlighten local governments and communities about how our members will exercise our treaty-reserved rights for hunting and fishing in our usual and accustomed areas. I also coordinated the Tribal Yellowstone Bison Hunt in the Gardiner and West Yellowstone treaty areas.

I prepare the notices for both local governments and the public when land is proposed to be taken into trust; I coordinate the cadastral surveys, the phase I evaluations/reviews, and any other issues which will come up when converting land. I have worked to clear a 12-year-backlog in under a year. I also advised Tribal Council actions during recent participation in a land auction for over 1,000 acres. In addition I also contract for individual land owners on leasing negotiations, Rights of way, and appeals.

This included the leasing, lease compliance, appraisal requests, smoke management, acquisitions and disposals, probates, policy generation, and coordinating the fee-to-trust conversion of tribal land. I advocated at the regional (Affiliated Tribes of Northwest Indians, and Portland Regional BIA conferences), and national level (National Congress of American Indians, and Tribal Pesticide Program Committee at the Environmental Protection Agency), as well as directly with the Senate Committee on Indian Affairs through written testimony and advocating with Federal and Elected Officials. I also advocated for recognition of wild tribal foods and medicines in the wording of the pesticide warning labels for gopher poison used by the forest service. I oversaw a drastic turnaround on a -$400,000 deficit, operating in the green in two years. Instrumental in developing and implementing the change from cash rent to gross revenue crop share leasing on the Coeur d'Alene and Nez Perce Indian Reservations resulting in immeasurable increases in returns to the Tribes and individual tribal landowners. Participated in the retrieval of vital original land title documents from the Portland Regional Office of the Bureau of Indian Affairs. Submitted written testimony identifying key points to protect tribal landowner interests as 25 CFR part 162 was revised.
