He currently is the assistant chief of training for the Blue River Public Safety Institute in Independence, Missouri. He has certified hundreds of law enforcement instructors in Use of Force issues. As an International Police Trainer and a specialist in Use of Force Tactics he served as the Subject Matter Expert (SME) for the U.S. State Department’s Palestinian Mobile Training Team in 2008 at the Jordanian International Police Training Center (JIPTC), the world’s largest police training center. In 2004–2005 he was one of 6 American police defensive tactics instructors assigned to the Baghdad Police College. As a Missouri certified police officer for over 40 years he has held the rank of police chief in 3 separate cities and served on the board of directors for the Missouri Federation of Police Chiefs from 2005-2007. Chief Hacker has served on the Criminal Justice Advisory Board for Vatterott Collegei and the Hi-Tech Institute in Kansas City, Mo. He has a Bachelor of Arts degree in Human Resources and has personally authored numerous police training manuals including “Winning Lethal Confrontations”, “Winning Off-Duty Encounters”, “WRAD (Weapon Retention and Disarming Instructors Manual)”, “Officer Response to an Active Shooter” (Trainers Course) and “Suicide by Cop. He trains police officers in “Arab Culture vs. Western Culture” and teaches a Train the Trainer Certification Course for "Officer Response to An Active Shooter". He is the current Subject matter expert for the Missouri State POST Commission on "dealing with aggressive behavior" and "dealing with death". Former SME for the US State Department Mobile Training Team for the Palestinian Authority (Muwaker, Jordan). He is available to train Police and is a presenter for numerous private organizations, including Shook, Hardy & Bacon Law Firm in Kansas City on "Mitigating Death and Injury from Workplace Violence".
