Mr. Hover retired on 31 December 2015 from his senior Research Engineer position at the U. S. Coast Guard Research and Development Center (RDC) after a 37-year career in Aviation and Maritime systems research, testing, analysis, and program management. Following more than 12 years in the private sector Mr. Hover joined the RDC in 1991, serving in both technical and supervisory roles until his retirement. Mr. Hover's work supported Search & Rescue, Maritime Law Enforcement, Homeland Security and Marine Environmental Response. His specialty was Test and Evaluation (T&E) of airborne and vessel-based sensors in the marine environment, including performance metrics development, test procedures and analysis methods focused on products with high relevance to operational users. Recent T&E work included evaluating multi-mode radar detection performance on maritime patrol aircraft, evaluating detection and geo-positioning performance of infrared sensors on helicopters, and developing improved covert surveillance tactics for maritime patrol aircraft. From 2004 to 2006 he chaired a panel of experts drawn from government laboratories, Federally-Funded Research & Development Centers and the private sector to conduct two Maritime Wide Area Surveillance studies for the Department of Homeland Security (DHS) Science & Technology Directorate. The panel evaluated persistent, wide-area coastal surveillance technologies including manned aircraft, unmanned aircraft systems (UAS), lighter-than-air (LTA) craft and high-frequency radars against anticipated "post-9/11" maritime threats. In 2010 Mr. Hover headed the Evaluation Unit within the RDC's Inter-Agency Technology Evaluation Program (IATAP) organization as part of the Deepwater Horizon oil spill response, responsible for rapid planning and scoping of potential T&E efforts involving emergent oil spill response technologies proposed to the Unified Command.Education: BA Physics, MS Ocean Eng.,T&E Level III Acquisition Professional
