Gary Light leads international business development for ICF’s Energy, Environment, and Infrastructure operating group. His team mobilizes and integrates resources from across ICF to identify, win, and deliver excellence on international projects involving environmental planning and science, clean energy, energy markets, clean transportation, and climate change.Gary brings 30 years of experience and expertise designing, implementing, and evaluating policy and regulatory programs in support of clean energy, environmental improvements, and economic advancement. Gary has led numerous socioeconomic, regulatory, and policy studies that creatively engage stakeholders, leverage technology, and apply multi-disciplinary systems thinking to advance challenging public objectives. Mr. Light has overseen the successful delivery of energy sector planning and regulatory projects across the U.S., Africa, and Asia. He is also co-creator of CommentWorks, ICF's web-enabled public comment management system. Gary also has served for more than 10 years by appointment to his local Planning Commission. Prior to joining ICF, Gary worked for the UNDP-World Bank Water and Sanitation Program.Gary holds a Master of Science in Systems Analysis and Economics for Public Decision-Making from Johns Hopkins University and a Bachelors of Science in Chemical Engineering from Bucknell University.
