DEPUTY CHIEF, CYBER PLANS, Defense Information Systems Agency, Ft Meade (DISA), MD 2013-2015Leads Agency-wide teams, shaping cyber strategic basing and technical solutions for cybersecurity support to combatant commands, coalitions and joint task forces. Developed cyber defense team strategies and core charter documents. Led design and acquisition of $2.2M worth of tactical cyber defense assessment kits for 234 personnel. Enabled first deployable capability in the U.S. CYBERCOM new cyber mission force and was lauded as a best practice by the Department of Defense Inspector General during their 2014 assessment of the entire Cyber Mission Force. Led first DoD defensive actions for North Korea/Sony hack. Guided design and penned charter toestablish the DISA Senior Targeting Board. Focused Seniors to expertly and efficiently manage Agency high value, low density assets. Lastly, authored the DISA Cyber Protection Team Concept of Operations, penned a white paper to the Joint Staff J7 on direct support relationships in the new Cyber Defense Mission Force and played key support role in establishing Joint Force Headquarters DODIN.

Manages software release planning and cyber security assessment for Acquisition Category I program of record, Global Command and Control Systems-Joint (GCCS-J), which is the DOD system of record for command and control. Led software transformation to enable and utilize industry standard hardware resulting in a 66 percent reduction in fielding costs to the 53, Joint Staff designated, critical sites. Additionally, piloted two emergency software fixes to address critical security flaws in the U.S. Strategic Command global GCCS-J situational awareness architecture. Achieved two major software releases and four updates.

Leads European Command, military to foreign military and civilian activities with Romania. Planned and led annual bilateral U.S.-Romania executive leadership conference. Resolved two year tax issue and presented evidence to conclude ongoing airfield contamination dispute which reversed a $3M cleanup bill to the U.S. Moreover, led the charge to secure funding for and delivery of 50 up-armored HUMVEEs and $3.6M of explosive ordnance equipment for Romanian forces in Kandahar Afghanistan. Lauded for saving countless lives and ensuring future support from a key warfighting ally.

Leads team of staff officers to coordinate solutions for Air Force installation and forcesclosures/realignments. Project lead coordinating plans with Combatant Command, Office of the SECDEF, and SECSTATE to manage closure of RAF Fairford and the realignment of the Izmir Turkey NATO support activity. Managed $15M budget to transition U.S. Forces and equipment, severance actions to host nation entities and environmental studies to prepare for property return negotiations. Additionally, represented USAFE Commander’s concerns to Headquarters Air Force to streamline outdated Joint Staff guidance. Secured an improved and repeatable process to garner host nation approval through the State Department in 4 months vice the previous 8.

Deputy commander for 180 military, civilians and contractors enabling support for communications, nuclear surety, airfield and contingency operations. Mobilized to execute operations plan for a no-notice, Presidentially-directed mission for 95 Airmen and surveillance aircraft. Full network, voice and intelligence support enabled “from scratch” in 72 hours. Additionally, secured staff and established standards and evaluation staff to ensure squadron readiness for critical programs. Within first quarter, airfield assessment was given a “Phenomenal” rating by the Major Command inspectors and an “Excellent” rating for nuclear surety operational activities.
