Provides leadership in assisting Allied and Partner Serves as principal advisor to the ASD(S) and the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) on matters of product support, sustainment, acquisition logistics policy, and oversight for all Department of Defense (DoD) major weapon systems and equipment; develops and proposes product support and acquisition logistic policies and procedures; provides product support planning and acquisition logistics oversight; and provides assistance to Allies and partners in the areas of product support planning and management. Develops policy objectives, and supports programs in setting materiel readiness and sustainment goals for technology to maintain inherent performance, safety, and reliability of DoD weapon systems and military equipment/materiel. Provides leadership and oversight associated with managing programs and resources, conducting analyses, providing advice, making recommendations, developing policies, and issuing guidance related to DoD logistics / sustainment of acquisition logistics programs. Develops policy objectives, overarching guidance, lessons learned, and detailed guidance in the development, structuring, and management of performance based logistics (PBL) arrangements to achieve improved reliability and availability performance at reduced costs, including core attributes of effective PBL arrangements, tools and processes, and enablers to developing a cadre of PBL professionals within the acquisition workforce. Support coalition partner nations in the development and execution of product support planning and policy, and interagency support which promote efficiency and effectiveness, providing the US a reliable and capable partner.

Served as the principal staff assistant and advisor to the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)), Deputy Secretary of Defense (DEPSECDEF), and Secretary of Defense (SECDEF) on logistics and materiel readiness in the Department of Defense (DoD) and is the principal logistics official within the senior management of the DoD. In this capacity, Prescribes policies and procedures for the conduct of logistics, maintenance, materiel readiness, strategic mobility, and sustainment support in the DOD, to include, supply, maintenance, and transportation. Advises and assists the USD(AT&L), SECDEF, and DEPSECDEF in providing guidance to the Secretaries of the Military Departments with respect to logistics, maintenance, materiel readiness, strategic mobility, and sustainment support in the DOD. Monitors and reviews all logistics, maintenance, materiel readiness, strategic mobility, and sustainment support programs within the DOD. Participates in the DOD Planning, Programming, and Budgeting System.Developed all DOD policy on operational contract support to contingencies, including ISO, ANSI, Code of Federal Regulations, and DOD regulations for private security contractors.
