Directly supporting the ARTF Afghanistan Reconstruction Trust Fund - World Bank. Program Security & Risk ManagerProgram Security & Risk Manager plans, directs, implements and enforces safety and security risk management policies and procedures including 3rd party contracts to ensure the protection, safety and security of IRD program facilities, operations, personnel (expatriate and national), equipment and information. In meeting this goal, the Supervisor has three primary responsibilities:- The Security and Risk Manager ensures effective, safe operation of all ARTF third party monitoring activities in Kabul and across Afghanistan, including expatriate and national staff mission planning and monitoring, through mitigating risk, assessing IRD’s profile and designing internal and contracted protection systems and services.- This position acts as liaison to the World Bank and the IRD EQUALS security teams to ensure mission and combined compound security plans are maintained and improved, when and where necessary, and will from time to time be required to coordinate with other agencies in matters pertaining to security risk management.- This position is also responsible for identifying where mobile and cloud-based technology developed by the ARTF program team can be applied to security-related areas in service of adding value to the program along with testing, implementing and improving the technology.
