Manages and performs the following major functions and activities for an integrated natural gas transmission and distribution system with 80 BCF of annual throughput and 500,000 customers: • Integrated Resource Plan – Ten year facility and natural gas supply resource plan, presented for public input and filed with NMPRC• Annual Gas Supply Plan – Focuses on system supply gas procurement plans for the upcoming winter season. Presented to NMPRC and AG staff and filed with the NMPRC. • Gas Storage Facility Plan – Detailed plans for injections and withdrawals for 3.2 BCF of gas storage capacity• 24/7 Demand Forecasting – Forecast natural gas demand for 500,000 customers based on weather forecasts and historical parameters • Supply Event Plan – Establish departmental activities and alerts based on peak day supply and demand scenarios • Hedging Plan – Develop and gain approval for annual hedging strategy to protect customers from price spikes. Current plan hedges 17 billion cubic feet of natural gas with financial call options • Interstate Transportation Capacity – Contracts for and manages approximately 500,000 dekatherms of daily capacity on five interstate pipelines with annual budget of $12M.• Transmission System Capacity Plan – Performs studies and analysis using hydraulic modeling to establish design and peak day capacity baselines for system improvements including pipeline looping and compression projects for 1600 mile transmission system • NMPRC Rule Development – Drafts and finalizes regulatory rules • Testimony Development – Develops testimony and witness prep for NMPRC filings• FERC / CFTC Regulatory Monitoring & Compliance • Manage Interstate Transportation Rate Cases• SGA & AGA Representation

Development and implementation innovative first of its kind energy efficiency performance contracting program between serving utilities and the federal government. Responsible for managing a department that developed contracts, designed, constructed, and financed infrastructure improvement projects. Obtained over $5M per year in reoccurring energy savings. Key projects developed and constructed were:• Central Steam Plant – Designed and constructed a $13M central steam plant • Steam Distribution Piping – Upgraded underground steam distribution system. $3M project• Chiller and HVAC upgrades • Steam to Hot Water boiler conversions• Chiller and HVAC upgrades • Florescent lighting upgrades

In conjunction with the Caterpillar Engine Division, designed and constructed custom engine driven pump packages for international markets. Major projects included included crude oil, firewater, and pipeline pumping stations. Responsible for P&L.
