Leadership and strategic advice in the development and execution of key strategic initiatives for the Department and Government. I led the development of a business case for using a P3 approach for aspects of the QEII Hospital Redevelopment Project. I subsequently led the procurement, legal, financial and negotiations processes for the Bayer’s Lake Community Outpatient Centre (Under Construction) and the Halifax Infirmary Expansion Project (Technical Submission Stage).

Worked in collaboration with provincial departments to provide leadership, support and guidance in the development and execution of strategic financial and organizational change initiatives. Led the development of a Shared Services Strategy for the provincial government, health and education sectors including a detailed organization model and transition plan for the supply chain service dimension. Led the implementation of a Strategic Procurement Initiative that resulted in significant cost savings and standardization of products and services in IT, general office supplies, furniture and vehicle parts. This also led to a joint procurement partnership with New Brunswick and Newfoundland for vehicles.

Responsible for the leadership and strategic direction of staff delivering public housing services to low income Nova Scotians. Provided oversight to seven Housing Authorities including policy development and management of the public housing assets. Scope of responsibility included 550 staff, an operational budget of approximately $110M in expenditures, $50M in revenue and an asset base of approximately 11,400 public housing units with an asset value of an estimated $600M.

Provided leadership and strategic direction in the delivery of services available through the Department of Community Services including: Employment Support and Income Assistance; Services for Persons with Disabilities; Housing; Family and Children's Services; and Early Childhood Development.

Leadership and strategic direction in the delivery of services available through the Registry of Motor Vehicles and Access Nova Scotia Centres in Dartmouth and throughout the Northern and Eastern Regions of Nova Scotia (Amherst to Sydney)

Managed the Nova Scotia Gaming Corporation's interest in the partnership with Metropolitan Entertainment Group in areas of strategic planning and business development, financial management, regulatory and contract compliance in the operation of the Halifax and Sydney Casinos.

Leadership, advice and strategic direction on projects aimed at assessing programs for delivery outside of government, reviewing services of other departments and agencies for delivery by Service Nova Scotia and Municipal Relations and seeking partnerships with other jurisdictions of government.

Responsible for departmental business planning, budget planning, policy and regulatory change and marketing the organization's service delivery infrastructure.

Responsible for the development and implementation of an integrated service delivery strategy for services delivered in the Halifax Regional Municipality and the operations of Vital Statistics and Access Nova Scotia Centres in Halifax and Dartmouth.

Coordination of the establishment of Access Nova Scotia Centres, including: logistical and administrative processes, implementation planning, communications and partnerships with other Departments and Agencies.

Responsible for the operation and delivery of information services in the Northeastern Region of Nova Scotia and establishment of partnerships with other agencies and the private sector to support small and medium size business.

Created the first electronic "One Stop" on line system designed to link regulatory and permit requirements for business.
