In a part-time capacity, provide a wide range of consultative services to managers and supervisors in several locations, including Pittsburg, Cincinnati and Morgantown WV. Focus on resolving problems in the areas of employee and labor relations. Present training to managers and supervisors in person and through webinars to multiple locations. Assist with complex issues, including performance problems, misconduct cases, union contract negotiations, grievance handling.

Headed all Employee and Labor-Management Relations activities for 3 GSA Regions. Managed staff of 10 ELR Specialists, GS 7 through GS 13, in Atlanta, Chicago and Kansas City. Provided full range of ELR support to 9 executives and hundreds of managers/ supervisors in 26 states. Union representation for the workforce of 3000+ involved dealing with active and contentious union officials. Earned Regional Administrator's "Supervisor/Manager Award of Excellence", along with other performance recognition.

Deputy to HR Director for Southeast Region (R4), handling much of the day-to-day HR operational challenges as well as mid-long range planning and execution of HR programs in an extremely demanding environment.Directly and through staff of Employee and Labor Relations (ELR) Specialists, provided full range of ELRsupport to 3 SES and scores of managers & supervisors. Addressed/resolved wide variety of poor performance and misconduct cases. R4 had largest, most active ELR caseload in GSA outside of the Washington DC area. As Labor Relations Officer, successfully conducted mid-term bargaining over various local and regional issues. Majority of the workforce was represented by two unions. Union officials were highly active and contentious, frequently filing grievances and ULP chargesand invoking arbitration. Served as technical adviser to GSA attorneys in arbitration hearings.
