Gary has worked in many capacities for the Department of Health and Department of Human Services for the US Virgin Islands for over ten years. He has directed and managed many programs to include, Medicaid, Emergency Services, HIV Prevention, Ryan White and ADAP. Gary is a 2020 Fellow of the Medicaid Leadership Institute, which is facilitated by the Centers for Health Care Strategies (CHCS) and supported by the Robert Wood Johnson Foundation (RWJF). He is the first recipient from a US Territory and 55th in the US. This demonstrates his dedication and knowledge of expertise needed to create and implement important change in vital healthcare programs.Gary is a strong believer in employee participation and input to the decision-making process in the workplace. He uses his positive attitude and tireless energy to encourage others to work hard and succeed. He is passionate about developing strong relationships and makes it the foundation of everything he does, both professionally and personally. Some of his key accomplishments include: • Astute and disciplined $126M Medicaid budget management for Department of Human Services (DHS) in US Virgin Islands.• Implemented innovative technology to create efficient and timely sharing of data with Federal Government from Medicaid in the US Virgin Islands.• Realized savings by the optimization of medication spend budget by an amazing 60%.He also has a decade of sales, marketing, and insurance brokerage experience with the AON Corporation as the Branch Manager of their Virgin Islands office, from 1996 - 2006.In his spare time, he uses his passion for baseball to teach and mentor teenagers the basic skills of the game, building character and respect for each other, to be effective team players, and most importantly, respectable young men.
