Chief Operating Officer for the Center for Elders’ Independence in Oakland, California and previously served on NPA’s Public Policy Committee.Former Executive Director of Senior CommUnity Care, one of the rural PACE pilots implemented in Western Colorado in two communities in a 3,000 square mile service area. Both centers were opened simultaneously and due to a unique waiver experienced unprecedented growth and market penetration. Led Colorado’s Medicaid managed care implementation process in the period from 1995 through the year 2000. The effort became national model. Enrollment rose to over 100,000 members and an annual budget of ~400 million dollars.Developed and implemented an enrollment process that enabled Colorado to achieve the nation’s highest per capita enrollment of persons with disabilities in Medicaid managed care.Provided technical assistance and testimony for development and passage of legislation enabling implementation of Medicaid managed care. Led development of a new web-based level of care process based on collaboration between the state, its level of care contractors and consumer advocates, resulting in a state of the art product. The level of care process became the standard for all long term care programs in Colorado.Served as the director of provider contracting for Colorado Access, a Medicaid and Medicare special needs health plan in Denver.
