Design, plan, and oversee installation, maintenance, and optimization of wireless radio access network communications for cellular equipment. This includes radio propagation modeling and prediction, microwave path analysis, use of repeaters to boost signal strength, interference analysis, frequency coordination, and cell site equipment layout. Analyze statistical data to recommend optimal changes to RAN network to improve all the key indexes and performance indicators.

Plans, prioritizes, and directs the work of a crew of twelve digital technicians who perform installation, maintenance, testing, and repair of high speed circuits. Ensures that circuits are adequately tested to meet standards and provide quality service to the customer. Interfaces with customers, vendors, and other departmental staff to coordinate the installation or repair of circuits. Resolves or escalates any problems that are not directly related to repair but affect overall customer satisfaction.Performs administrative duties relating to the supervision of subordinates including time reporting, attendance and personnel records, performance appraisals, counseling, development, disciplinary action, safety and security coverage.

Design outside plant carrier facilities (copper and fiber) for feeder relief in coordination with Planning Group.Design outside plant distribution facilities to meet routine service demands.Design special circuits for business and wireless customers.Perform relocation of outside plant facilities due to highway improvement projects.Serve as resource for construction and other departments to ensure projects are constructed in accordance with company practices and policies.Coordinate with external entities, i.e. utilities, government agencies, developers, vendors, and contractors concerning the placement of telephone facilities on public and private right-of-way easements.Ensure that expenditures and retirements are allocated to the proper accounts.

Supervise the Traffic Section field crew in the Planning Department and coordinate a maintenance program of all traffic monitoring and truck weighing electronic equipment. Develop standard drawings, write specifications, perform cost estimates, and oversee the construction and final inspection phases of electrical work on highway projects including traffic signals, lighting, and various traffic data collection devices. Research, test, and evaluate new technologies in traffic devices.
