As Executive Director I perform senior-level project management with direct accountability and broad directive authority for the North East Independent School District’s (NEISD) Construction Management and Engineering Department. Lead a thirty-five (35) person multi-disciplinary team of construction, engineering, and administrative professionals responsible for new building and renovation projects within NEISD.Serve as the Senior Contracting Officer with direct responsibility for NEISD bond program development supporting new educational facility construction, addition and renovation projects for existing facilities, and execution of professional services contracts. Senior Contracting Officer roles include project scope of work definition, budget preparation, management of project design development (construction documents, contract specifications, and bidding requirements), construction project scheduling, contract bidding, negotiation, and award, construction management, contract/project administration, building commissioning, building beneficial occupancy, and post-construction warranty services. Review and evaluate contractor-generated construction schedules which use critical path method (CPM) activity schedules for a wide range of educational facilities, serving as NEISD’s lead for implementation of review, control, and reporting efforts for ongoing construction services. Continually review and report on status of schedule progress to NEISD Executive Staff, campus principals, and other District Executive Directors. Responsible for the overall preparation of bid documents for each construction project, coordinating the public advertisements, conducting the project pre-bid conference, and overseeing the receipt of contractor proposals.

As Senior Project Manager for the Construction Management Department within North East Independent School District (NEISD) I directly supervised four (4) Project Management (PM) Teams, consisting of a Project Manager and Mechanical/Electrical/Plumbing (MEP) Inspector, with direct responsibility for managing the day-to-day field construction operations of the District's Capital Improvement Bond Programs. Managed NEISD PM Teams while interfacing our project management oversight with architectural/engineer (AE) design teams and general contractor project management staff in a timely and professional manner to support the efficient and effective delivery of the District's bond-funded construction projects with a total value of $366 million across 50 separate projects. Practiced effective risk management and project estimating, tracking, and reporting to NEISD senior-level officials at the Executive Director level during the completion of NEISD bond program projects which were initiated prior to my tenure as the NEISD Senior Project Manager, leveraging extensive military civil engineering and organizational leadership expertise.Prepared project S-Curves monthly and reviewed contractor-generated construction schedules to identify critical path activities and review, track, and control near-term budget and schedule variances within individual Capital Improvement Bond Program projects such as new school construction and campus facility addition and renovations. Negotiated design and specification changes with general contractors to ensure pricing was consistent and fair with the adjusted project scope of work.

As Command Engineer for the U.S. Army Medical Command (MACCOM), provided direct oversight over three (3) installation Public Works operations (Fort Sam Houston, Walter Reed Army Medical Center, and Fort Detrick Labs) supporting 2,150 individual facilities, 267 miles of paved roads, and 719 miles of utilities infrastructure (electric, water, gas, & sewer) with supporting plant operations in an area encompassing 52 sq. mi. Responsible for providing executive level leadership and direction for policy development, plans, and programs supporting public works operations, including: facility maintenance and repair activities, design and construction programming and coordination, Capital Improvement Program (CIP) development and execution, master planning activities, real property management, energy savings performance contracting initiatives, environmental compliance and conservation programs, and water resources engineering practices. Responsible for the review, coordination, and acceptance of cost estimates supporting execution of an annual public works budget totaling $58.9 million with a supporting Capital Improvement Program valued at $70 million (5-year plan). Major accomplishments include: development of a U.S. Army Medical Command CIP Strategy for inclusion in the 5-year MACCOM military-funded construction plan; supported facilities included upgrades to a major electric utility substation, new vehicle parking garage, maintenance facility, and fitness center complex; coordination of parametric design changes to facilitate programming approval of a new $5 million barracks and administrative support complex; development of a comprehensive Energy Savings Performance Contract targeted to reduce base operating utility costs by 20% over 10 years; and development of a comprehensive set of business metrics to track key public works programs and initiatives.

As Chief, Director of Public Works for Fort Sam Houston, directly supervised a multi¬-disciplined staff (350 personnel) with responsibility for installation-level design and construction requirements, real property management, master planning functions, environmental and natural resource management, engineering services, and facility maintenance management activities. Exercised broad directive authority overuse of U.S. Army resources and efforts to support the civilian and military tenets of Fort Sam Houston, including defining the goals of public works projects within the garrison and working with key military and civilian personnel to prepare Project Management Plans on a project-by-project basis. As the senior military official within the Directorate of Public Works Operations Division, served as the chief liaison between garrison tenet stakeholders and base senior-level military officials to advocate for projects within the master plan using my extensive knowledge of construction administration challenges for military public works projects.Developed and formalized and installation-wide water strategy for Fort Sam Houston, representing the capstone water resources plan for the local military community and allowing the base to meet all Federal and State regulated Edwards Aquifer water pumping limits while fully supporting all mission critical (water) requirements.Exercised broad directive authority overuse of U.S. Army resources and efforts to support the civilian and military tenets of Fort Sam Houston, including defining the goals of public works projects within the garrison and working with key military and civilian personnel to prepare Project Management Plans on a project-by-project basis. As the senior military official within the Directorate of Public Works Operations Division, served as the chief liaison between garrison tenet stakeholders and base senior-level military officials to advocate for projects within the master plan.

As Deputy Commander/Deputy District Engineer for the Japan Engineer District (316 personnel), provided executive level leadership for the District in execution of a comprehensive design and construction program supporting a full-range of military public works projects and activities. Directly supervised a multi-disciplined staff (70 personnel) to support execution of the U.S.–Japan Host-Nation funded construction program which consisted of a $1 billion annual design and construction program, including administrative facilities, physical fitness centers, school facilities, medical clinics, maintenance activities, airfield upgrades, port facilities, and water resources & utility infrastructure projects in support of U.S. Forces and DoD activities based in Japan. Directed all District organizational support functions, including contracting services, resource management activities, emergency & security operations, logistics, safety, public affairs, and information management services. Interfaced with seven (7) District field construction offices and senior military officials to resolve key design, construction management and funding issues for planned projects. Directly formulated, managed, and executed the District's $17 million annual operating budget. Consistently achieved program goals for budget execution (annual 95+% obligation rate); resolved numerous design and construction issues regarding high visibility projects while working in concert with District field offices, other base engineers, and military/DoD customers.Provided executive-level management for the District’s contracting office in the execution of a robust contracting operation which supported design and construction activities in country through the annual award of over 300 contracts valued at over $30 million.

As Brigade Executive Officer for the 24th Combat Engineer Brigade I was responsible for the supervision and operation of a multi-disciplined staff (60 personnel) which supported a 1,354-person combat engineer brigade with over $25 million in facilities, 500 vehicles and a $2 million annual operating budget.Responsible for all facility management and maintenance functions as well as development and implementation of personnel, security, training, logistics, vehicle maintenance, and environmental programs supporting all organizational operations.Major achievements included: execution of a comprehensive facility maintenance program which maintained four (4) administrative facilities, three (3) maintenance shops, and two (2) motor pools; sustained an 85% daily operational rate on all vehicle fleets; expertly managed the organization's $2 million annual operating budget - achieving all financial and budget program goals; developed and implemented an environmental program to address hazardous waste compliance requirements; provided superb personnel support to all assigned units and implemented an effective personnel awards program.

As Battalion Executive Officer for the 11th Combat Engineer Battalion, I was responsible for the supervision and operation of a multi-disciplined staff (30 personnel) which supported a 433-person combat engineer battalion with $8 million in supporting facilities, 150 vehicles, and a $600K annual operating budget. Responsible for all facility management and vehicle maintenance functions, logistics and administrative support services, and environmental program operations as well as budget development and program execution. Recognized for achieving the highest engineer fleet maintenance rate during the annual post-wide performance evaluation; instituted several new personnel programs to reward excellence and achievement and enhanced unit-level logistics and maintenance programs using best-management practices.

Served as Assistant Professor and Course Director for the Civil and Mechanical Engineering Department's Water Resources Program which included the Hydrology and Hydraulic Capstone Design Course and hydraulics lab facility. Responsible for all facets of the water resources engineering curriculum, supporting instruction of 60-90 cadets per semester majoring in Civil Engineering. Provided quality instruction for each cadet while serving as a role model for development of their leadership and professional attributes.Developed a comprehensive water resources curriculum which integrated computer modeling techniques (HEC-1 Flood Hydrograph and HEC-2 Stream Profile models) while emphasizing hydrologic and hydraulic design as well as floodplain management applications. Incorporated a major design project into the curriculum which modeled a complete river basin and evaluated design of an efficient hydraulic channel and highway bridge pier.Served as Faculty Advisor for the Student Engineering Club and on the local Board of Director's for two nationally affiliated engineering organizations (American Society of Civil Engineers and the Society of American Military Engineers).

Served as the principal Military Research and Development Coordinator for the U.S. Army Engineer Waterways Environmental Lab and as a Project Engineer for the Military Hydrology Team with responsibility for planning and executing a $500K annual research and development program. Conducted water resources engineering studies and utilizing numerical modeling applications to assess flooding and flood-wave impacts on military plans and operations.Major achievements included: developed a comprehensive water resources numerical modeling project in support of U.S. Forces in South Korea with technical results briefed to high-levels within the Department of Defense and other U.S. Governmental Agencies. Project analyses directly supported the follow-on design and construction of the South Korean "Peace Dam".Completed numerous floodplain studies directly supporting various U.S. military installation operational requirements; and managed a multi-million dollar project to field a computer-based "expert system" for reservoir system operations in the South Korea theater of operations.

Sullivan’s military career began at Fort Leonard Wood, MO (June 1978 – June 1981), where he served as a Company Training / Executive Officer and Company Commander for the U.S. Army Integrated Basic and Engineer Training School for new enlisted soldiers. During his tenure at Fort Leonard Wood, Sullivan completed the Engineer Officers Basic Course at Fort Belvoir, VA (1978).Following this assignment, Sullivan transferred to Korea (June 1981 – June 1983), where he served in multiple positions with the 2nd Combat Engineer Battalion, including: Headquarters and Headquarters Company Executive Officer; Assistant Battalion Training Officer, Battalion Intelligence Officer; and Company Commander for the Divisional Bridge Company.Following this assignment, he transferred to Fort Belvoir, VA (1983-1984) where he completed the Engineer Officer Advanced Course and served as Senior Officer Training Instructor for new engineer officers attending the Engineer Officer Basic Course.Following this assignment, Sullivan attended Texas A&M University (June 1984 – December 1985) completing primary course work for his Master’s Degree in Civil Engineering with a follow-on assignment at the U.S. Army Engineer Waterways Experiment Station at Vicksburg, MS (December 1985 – June 1989) where he served as the Research and Development Coordinator for the Environmental Research Laboratory and completed his Civil Engineering Master’s Degree thesis program for Texas A&M University.
