Executive Director - Construction Management & Engineering
As Executive Director I perform senior-level project management with direct accountability and broad directive authority for the North East Independent School District’s (NEISD) Construction Management and Engineering Department. Lead a thirty-five (35) person multi-disciplinary team of construction, engineering, and administrative professionals responsible for new building and renovation projects within NEISD.Serve as the Senior Contracting Officer with direct responsibility for NEISD bond program development supporting new educational facility construction, addition and renovation projects for existing facilities, and execution of professional services contracts. Senior Contracting Officer roles include project scope of work definition, budget preparation, management of project design development (construction documents, contract specifications, and bidding requirements), construction project scheduling, contract bidding, negotiation, and award, construction management, contract/project administration, building commissioning, building beneficial occupancy, and post-construction warranty services. Review and evaluate contractor-generated construction schedules which use critical path method (CPM) activity schedules for a wide range of educational facilities, serving as NEISD’s lead for implementation of review, control, and reporting efforts for ongoing construction services. As Senior Project Manager for the Construction Management Department within North East Independent School District (NEISD) I directly supervised four (4) Project Management (PM) Teams, consisting of a Project Manager and Mechanical/Electrical/Plumbing (MEP) Inspector, with direct responsibility for managing the day-to-day field construction operations of the District's Capital Improvement Bond Programs. Managed NEISD PM Teams while interfacing our project management oversight with architectural/engineer (AE) design teams and general contractor project management staff in a timely and professional manner to support the efficient and effective delivery of the District's bond-funded construction projects with a total value of $366 million across 50 separate projects. Practiced effective risk management and project estimating, tracking, and reporting to NEISD senior-level officials at the Executive Director level during the completion of NEISD bond program projects which were initiated prior to my tenure as the NEISD Senior Project Manager, leveraging extensive military civil engineering and organizational leadership expertise.Prepared project S-Curves monthly and reviewed contractor-generated construction schedules to identify critical path activities and review, track, and control near-term budget and schedule variances within individual Capital Improvement Bond Program projects such as new school construction and campus facility addition and renovations. Negotiated design and specification changes with general contractors to ensure pricing was consistent and fair with the adjusted project scope of work.
Command Engineer – U.S. Army Medical Command, Fort Sam Houston, Texas
As Command Engineer for the U.S. Army Medical Command (MACCOM), provided direct oversight over three (3) installation Public Works operations (Fort Sam Houston, Walter Reed Army Medical Center, and Fort Detrick Labs) supporting 2,150 individual facilities, 267 miles of paved roads, and 719 miles of utilities infrastructure (electric, water, gas, & sewer) with supporting plant operations in an area encompassing 52 sq. mi. Major accomplishments include: development of a U.S. Army Medical Command CIP Strategy for inclusion in the 5-year MACCOM military-funded construction plan; supported facilities included upgrades to a major electric utility substation, new vehicle parking garage, maintenance facility, and fitness center complex; coordination of parametric design changes to facilitate programming approval of a new $5 million barracks and administrative support complex; development of a comprehensive Energy Savings Performance Contract targeted to reduce base operating utility costs by 20% over 10 years; and development of a comprehensive set of business metrics to track key public works programs and initiatives.
