 Lead a multi-site team to develop solutions architecture for project portfolio initiatives, totaling approximately $60M. Developed the architecture strategy and roadmap for the next generation benefit adjudication process for all of Cigna's domestic, commercial medical business. Solution extendible to Medicare, dental, behavioral, and pharmacy business.  Utilized a componentized approach for the solution that allows for each building block to be deployable without having to employ a “big bang” approach.

Responsibilities and accomplishments included:  Lead a multi-site team consisting of over 50 people, including managers, architects, project managers, developers, and consultants across 3 locations in the United States and a location in India. Lead technology teams across multiple dental product lines (including the DHMO and PPO) and 3 operating systems environment and database (DB2, Oracle, SQL Server) platforms Lead development of applications development solutions for CIGNA Enterprise initiatives. Managing multiple baseline and multi-million dollar project budgets in excess of $5M Developed and maintained Dental IT systems and architecture strategy and participated in CIGNA enterprise IT strategy development. Initiated the strategy and led the architecture and development of the dental data warehouse to deliver unparalleled analytical tools to the dental business units. Solution led to an overall 10% reduction in Network recruitment costs. Designed the architecture and led the delivery of the Dental Operational Data Store (ODS), the first enterprise ODS in CIGNA and a key component of the CIGNA enterprise federated data management and presentment strategy. Architected, designed, developed, and implemented solutions for numerous business, regulatory and strategic initiatives including: Provider Network Segmentation – an initiative designed to increase the pricing and utilization efficiency of the CIGNA provider networks, CIGNA OneView – a system designed to provide a cross-product, unified customer service desktop, Dental Network Savings Program- an initiative that will result in a $10-$15m annual savings, and Legal Entity Alignment

Responsibilities included but limited to the following:  Managed all areas of CIGNA Dental’s mission-critical Dental Health Maintenance Organization (DHMO) Business Systems and Financial systems including Systems Analysis, Delivery, Quality Assurance, and Production Support. Coached and developed direct report managers and staff across multiple geographic locations, to optimize their personal and professional development and to maximize their contributions towards the organizational success. Participated in cross-functional, cross-departmental, and cross-divisional systems assessments and business process re-engineering teams. Project managed the systems components of new dental product development initiatives. Developed and maintained multi-million dollar department operating budgets, and single/multi-year project budgets. Co-developed the dental claim system strategy, financial systems strategy, and the overall dental IT strategy. Participated in the Dental IT Steering team to approve and prioritize the systems projects with the highest impact and strategic value. Participated in business initiatives status review meetings  Negotiated contracts with consulting vendors.

Led a business and systems re-engineering and migration project to replace the entire applications software and infrastructure for Cigna's Dental HMO platform Managed the DHMO business systems Oversaw the implementation and ongoing maintenance of Oracle FinancialsLed the Intake process for new applications and changes to existing oneManaged a staff of 18 peopleAccomplishments:  Led a Six SIGMA project that reduced claims fallout (for manual processing) from 18% to under 4% resulting in annual savings over $500,000 annually Initiated, researched, and proposed targeting a niche market for the DHMO product resulting in authorization of a one month pilot. Pilot resulted in annual revenues in excess of $100k with a gross profit of 39%. Accomplishment was recognized with the CIGNA Dental’s ‘Mark Of A Leader’ award. Participated in the ‘Fast Forward’ project at CHC’s Intracorp division working directly with the CIO of CIGNA Health Services (CHS).
