Responsible for the collection and recovery of business rates and the debt recovery for Council Tax and Car Parking. My main roles include • Calculating all Government Returns NNDR 1, NNDR 3 and when applicable NNDR 2.• Setting policies for discretionary rate reliefs.• Advising of all business rate matters at Director and Council Member level.• Calculating and balancing rating lists and ensuring transitional relief and any interest had been calculated correctly. This included the splits and mergers of properties.• Overall responsibility for billing, recovery and collection of business rates.• Representing the Council at Magistrates court and tribunals.• Ensuring any changes to legislation were administrated correctly. • Management of business rate officers.• Responsibility for complaints.• Leader liaison officer for third party organisations such as the Valuation Office Agency, Government Departments and Rating Surveyors.• Annual billing.• 5-yearly revaluations.• Monthly monitoring reports, which included collection, payments to the rating pool and write offs.• Representing the Council at the Magistrates Court in its application for Liability Orders for both Council Tax and Business Rates.• Representing the Council in committal/means enquiry proceedings. • Preparing insolvency cases for bankruptcy hearings.• Preparing winding-up orders for companies.• Preparing charging orders for non-payment of Council Tax.• The setting up of and management of the internal enforcement agents.• Debt recovery of penalty charge notices.
