GTTF was a public/private partnership between the five cities, the County and the Silicon Valley Manufacturers Group. Developed plans for a new organization within the GTTF focused on public/private collaboration through employers to address urban issues of congestion, air quality, and energy use. Built and lead the new non-profit entity. The GTTF became a model for urban planning and management and directly influenced state law for regional planning.• Designed task force policies and procedures, wrote proposals and obtained ongoing program funding• Created and directed corporate training programs and technical assistance for over 250 large employers• Introduced geographic informations systems software for planning and management

Founded the organization partnering with the county's 400 largest employers. Used an action research model to create and introduce new programs and services to establish viable green transportation alternatives for Orange County.
