I worked in partnership with veteran and emerging leaders to bring about sustained changes and transform the quality of their work and personal life. I was the exclusive executive and leadership coach for the Georgia Department of Corrections. I created a year-long development program called Leadership GDC and worked with members of annual cohorts to address their specific opportunities and challenges.

As chief strategist for offender education and training in Georgia; I served as senior program manager of career, technical, and post-secondary education for the Department of Corrections. I designed, managed, and oversaw the delivery of over two million hours of training and education annually to enhance rehabilitation and post-release employment and to support Governor Deal's criminal justice reforms.My team and I delivered programs in over sixty facilities (state prisons, probation detention centers, transitional centers, substance abuse centers, and privately-operated contract facilities) all across the state. Our team consisted of department staff, the University System of Georgia, the Technical College System of Georgia, and other partners. Together, we reinvented career and technical education in the Department of Corrections. We turned it into one of the most effective rehabilitation programs in the United States, with more than 6,000 offenders graduating with an accreditation annually.

Managed the repair of fighter (F-15, F-16, and F-22) avionic systems, electronic warfare systems, and countermeasures. Repair portfolio included navigational controls and indicators, electronic jammers, flare/flack dispensers, computers, displays, processors, controllers, radar and radar warning components. Executed a yearly budget in excess of $200 million. Maximized yield for a 45,897 sq ft facility.

The Foundation helps raise money to defray the costs of students attending the National Leadership Conference, provide scholarships for deserving Georgia FBLA members, and develop partnerships with corporations and other foundations to sponsor various Georgia FBLA programs, events, and functions.

The 569th Electronics Maintenance Squadron consists of over 400 highly trained engineers, technicians, and administrative staff supporting a Type IIA Precision Measurement Equipment Laboratory (PMEL) and various manufacturing shops. The Squadron maintains and calibrates assigned depot test, measurement, and diagnostic equipment (TMDE), and locally manufactures and repairs avionics components. The Squadron is also responsible for the manufacture of interface test adapters, single and multilayer printed wiring boards, cables, test sets, and other types of electronic assemblies in support of the warfighter.

The Children's Charitable Foundation was founded in 2003. Doing everything for disadvantaged children would be our ultimate dream. However, this task is impossible with any man. The best we can do on this Earth is to make ourselves and our resources available to people who need a helping hand. This assistance, when directed toward children, should allow a child to have a pleasant family memory. It should also seek to reduce the immediate suffering that a child may be experiencing. The Children's Charitable Foundation has broadened its scope to include children who are suffering with a physical, mental, or emotional condition that severely limits the child's mobility and ability to participate in normal childish activities. We want to help families who have limited resources. These limits could be economic, geographic, social or educational. We accept families who are on fixed or no income, as well as families who make good incomes but are paying large medical bills. Each family we assist gets a personal visit from the president of the organization. Our president sits with each family and discusses how to best fulfill the dream of the child. I had a superb track record as a board member. I was: Record-setting - I am the only school board member in the United States to ever spend 100% of his board service in a leadership (chairman) position.Award-winning - I led the Bleckley County Board to earn the Georgia School Boards Association’s “Board of Distinction Award” for all four years of my tenure. I led the board to earn first place ranking (for small systems) from the Center for Digital Education and the National School Boards Association for applying information technology to improve delivery of services and quality of education to public schools and for better engaging our local community and constituents. Surviving - Endured four years of “austerity reductions” and actually improved our system’s financial position while dealing with draconian funding cuts.

As a senior member of the Center Commander’s personal staff, provided unfiltered advice and an enterprise-wide perspective on the Center’s operations. Assisted the director in managing the organization. Deployed initiatives to eliminate waste, rework, and conflicts across the enterprise which resulted in a substantial portfolio of savings.

I was a Lean (Toyota Production System) pioneer in government – especially in administrative work and in the use of technology. I was a frequent presenter at national and international conferences, such as the Association for Manufacturing Excellence (AME) “MeasureUp for Success” Conference in 2003, which was the largest Lean conference ever at that time. The following was compiled from conference brochures and other AME correspondence and was typical of my presentations: “Gary Lister was one of 60 Best Practice presenters at the 19th Annual AME Conference in Toronto on Oct 8, 2003. His was an advanced level workshop, designed for those individuals and organizations well along the path of their Lean journey and are looking for more tools. His very successful presentation focused on using technology effectively to share information, benchmark, tap into subject matter experts' knowledge, track projects, and collaborate in ways that make organizations more Lean. True to its billing, his workshop provided participants with new tools to harness technology for Lean events, use virtual participation in Lean events when physical participation isn't possible, increase the quantity and quality of information sharing partners, and gain access to more experts. Attendee feedback showed this Lean pioneer (especially in administration and technology) exceeded expectations with his workshop.”

Served as the senior global logistics and supply chain manager for a variety of electronic combat systems. Led a staff that included program managers (local, US Air Force, and Allied Air Forces) and other supply chain and logistics support personnel including logistics specialists, item managers, production managers, equipment specialists, financial managers, contractors, and engineers. Responsible for keeping assigned systems ready for combat and apprising local, Pentagon, and Allied commanders of status. Complete system budgeting and planning responsibilities for weapon systems projects valued over $100 million.

I led teams of engineers, management analysts, system analysts, and operations research analysts conducting details studies (via modeling and simulation, mathematical optimization modeling, quantitative analysis, algorithm design, supply chain optimization, etc.) to safely and economically extend the operating life of aging aircraft. I developed and managed finite capacity scheduling systems to optimize manpower, facilities, support equipment, training, and spare parts. I developed and delivered training to schedulers, master schedulers, planners, master planners, aircraft foremen, and production personnel in the use of finite capacity scheduling, critical path management, and other scheduling/productivity systems. Results of analyses and simulations were used by senior Air Force leaders to programmatic, budgetary, strategic, and policy decisions.
