Civil Engineer
CurrentI am a registered civil engineer in Florida and California, presently semi-retired. I worked 10 years with the Army Corps of Engrs, in San Francisco & Honolulu Districts, 4.5 years with Honolulu board of Water Supply, 15 years with California Public Utilities Commission in Los Angeles, and 8 years as rate department manager of San Gabriel Valley Water Company. My biggest job with the Army Corps was project coordinator of the Hilo Harbor Tsunami Protection Plan with the Honolulu District, which required coordination of hydraulic model studies in Vicksburg, Mississippi, & Honolulu, Hawaii. I worked in the Coastal Engineering Section of the San Francisco District of the Corps, under Jack Stirton (section head); the Branch head was Mr.Steinberg. In the Honolulu District of the Corps I worked under Branch chiefs Robert Q. Palmer, and Clarence Fujii. Bill Matthews was the engineering division chief. My highest position was GS-12 Hydraulic Engineer. At the Honolulu Board of Water Supply, a County-operated public utility having more than 100,000 water connections on Oahu, I worked under Etsuo Tonokawa (section head), & Francis Fujita (Branch head of Water Sales & Service). The chief of company was George Yuen. I became section head of the Water Services & Engineering Section, and was a registered civil engineer in Hawaii I worked at the California Public Utilities Commission in Los Angeles, California between 1965 to 1979 as an associate utilities engineer (registered CE). I regulated the rates and service of gas and electric utility companies, such as Southern California Gas Co., Southern California Edison Co., San Diego Gas & Electric Co, & water utilities of Class A, B, C, and D size. My section head was Andrew Tokmakov. At my retirement from the CPUC, I became rate department manager of San Gabriel Valley Water Co. (75,000 services in Southern California), under president Michael Whitehead. I retired in September 1997 and moved to Florida.
