He takes a genuine interest in his client's bottom line, and posesses a unique ability to bring buyer, seller, and regulator to the table to expedite complex property transactions. The Site Remediation Reform Act (SRRA) provided sweeping changes to the way in which sites are remediated in New Jersey. SRRA established a program for the licensing of Licensed Site Remediation Professionals (LSRPs) who have responsibility for oversight of environmental investigation and cleanup. NJDEP retains significant authority over the remediation process and ensures that LSRPs comply with applicable regulations, but the day-to-day management of site remediation is overseen by qualified LSRPs. Under SRRA, NJDEP approval is no longer required prior to proceeding with remediation; therefore, contaminated sites can be cleaned up more quickly. Once the remediation is completed, the LSRP issues a Response Action Outcome (RAO) to the person(s) conducting the remediation, which is the rough equivalent of a No Further Action (NFA) approval. Mr. Rakow can answer your questions regarding the LSRP program and help you navigate through the more than two dozen new technical and administrative guidance documents NJDEP has developed since SRRA was enacted.Specialties: New Jersey Licensed Site Remediation Professional (LSRP), Brownfields Redevelopment, Due Diligence, Phase I ESA, Phase II ESA, Site Remediation.
