As the Minister of State for the first Economic Development Agency for Southern Ontario (FedDev Ontario), I was responsible for a one billion dollar budget over five years, and provided leadership for over 200+ employees across Southern Ontario. The agency was established in 2009, and I was mandated by the Prime Minister to buffer the region against economic pressures and to shift sector priorities for the largest provincial economy in Canada.During this time:• I held dozens of ongoing roundtables to understand current, changing and future needs of the Southern Ontario region.• I was responsible for setting up and leading a “first-of-its-kind” development agency for Southern Ontario.• I developed and implemented numerous programs including “Investing in Business Innovation” and “Applied Research and Commercialization” to ensure communities, businesses, educational institutions and citizens could withstand the economic downturn, and also allow them to take advantage of new emerging opportunities.• I created partnership opportunities between post-secondary institutions and the private sector to maximize the strengths of Canadian intellectual capital in science and technology to create both social and economical benefits.• I assisted start-ups and fostered entrance to global supply chains, expanded market reach and realigned how colleges and universities work with businesses.

I was honoured to have been elected by my constituents and served as the representative for the riding of Cambridge/North Dumfries in the 2004, 2006, 2008 and 2011 Federal elections. In 2004, I was also named Ontario Caucus Chair.As a Member of Parliament,• I developed a “Seniors Clinic” program to educate people 55 years of age and older about various issues which included fraud, health, and taxation.• I established a “Tax Filing Clinic” which allowed hundreds of low income constituents to have their annual income taxes completed free of charge.

I’m proud to have been appointed to Cabinet by Prime Minister Stephen Harper as his first Science Minister in 2008. I’m honoured to have been the longest serving Minister of State for Science and Technology in Canada’s history.Despite having one of the most difficult economies since the Great Depression, under my leadership, Canada was ranked fourth highest for our strength in science – behind the United States, England and Germany.I was responsible for promoting Canada as a leader in science and technology and met with various international leaders including representatives from Germany, England, United States, Brazil, India, and Japan.As Minister of State, Science and Technology:• I oversaw historic increases in science spending in all budgets presented by the Conservative government.• I was responsible for the leadership of several of the federal government’s granting councils including the Social Sciences Humanities Research Council, Natural Sciences and Engineering Research Council, GENOME and others.• I oversaw various organizations including the National Research Council, SNO-lab, CANARIE, Triumf and others.• I refocused the National Research Council and brought modernization to numerous government-funded organizations.• I ensured Canadian colleges were included in the science and research mandate of the Federal Government.• I improved global relations, and championed the motion to have all G8 nations agree to make “neurodegenerative” diseases to a top priority.• I held various meetings with the President of Brazil to secure 25,000 international students to attend school in Canada.• I helped design and implement various awards and scholarships including the Canada Excellence Research Chairs program to ensure our top scientists increased Canada’s stature in the world as thought leaders – reversing the “brain drain”.

In 2006, I was elected as Chair of the Standing Committee on Procedure and House Affairs (PROC) in The Canadian House of Commons. This is the most vital of all committees as it oversees all the procedural and administrative matters relating to the House of Commons and Members of Parliament. PROC is the striking committee which includes only 10 members and chooses the members of other House committees.In this role,• I reviewed legislation, including various Standing Orders.• I received reports from Elections Canada and the Ethics Commissioner.• I oversaw the Sub-committee on Hill Security.Other Committees:I was a member of the Official Languages Committee and Scrutiny of Regulations.

I founded Future Recovery Canada in 1985 and held various roles including Clinic Director, Director of Patient Services and Past President.I developed this franchised model for the treatment and management of non-head injuries from motor vehicle accidents, and I also served as a consultant to investors in the biomedical sector.During this time, I also:• Designed all process and procedures including treatment protocols, examination procedures, employee training manuals, clinic design, equipment lists, and forms.• Developed the agreements for the franchisors/franchisees.• Oversaw the design and construction of the new clinics• Secured funding to develop and implement this program.• I developed standardized testing and co-authored “Clinical Practice Guidelines”.

The Royal College of Chiropractic Sports Sciences (Canada) is the national governing organization for sports chiropractic in Canada. The mission of the RCCSS(C) is to develop and support excellence and collaboration in chiropractic education, research and service.As President of the RCCSS(C),• I assisted in the design of a new three-year post-graduate Sports Fellowship Program for Doctors of Chiropractic. This program allows Chiropractors to upgrade their skills so they can treat Olympic-level athletes.• I organized and championed a challenge which now allows Chiropractors the same level of authority as other health care providers with regards to the on-site treatment of athletes.• I secured almost a billion dollars of federal funding for the region of Cambridge/North Dumfries and secured tens of millions of dollars for local infrastructure to improve local theatres, community centres, and various other business development.I was also on the Post Graduate Faculty for the Canadian Memorial Chiropractic College in Toronto between 1988 and 1994; specializing in teaching diagnostics and treatment of shoulder and knee injuries management to primary care providers.
