Technical expertise and support to the National Societies in the Middle East, North Africa and Gulf States. Assisting in the development and strengthening of institutional and community capacities to better prepare for, respond to and recover from shocks, adversities and disasters through integrated and sustainable resilience approaches. Regional lead for the implementation of IFRC commitments and guidelines, such as the Framework for Community Resilience, the Global Platform for DRR, the COP 22, the CADRI Initiative and the One Billion Coalition for Resilience initiative. Strategic planning on all issues related to integrated programming/resilience approach operationalization, in close collaboration with technical department in Beirut and Geneva, NS DRR advisors and Reference Centers Network (GDPC, Climate Centre, etc.).

Mid-term review of the contribution of the Red Cross in the Caribbean to the Hyogo Framework for Action 2005-2015")Resource Mobilization:- Facilitated the development of a proposal for the expansion of first aid services in the Caribbean;- Coordinated a multi-partner regional Disaster Preparedness proposal covering five Caribbean countries, submitted to DIPECHO (approved July 2011).National Societies support in Organizational Development (OD):- Organized regional workshops in Advocacy, Communications, Monitoring & Evaluation and Resource Mobilization.- Hurricane Tomas Plan of Action development in Saint Vincent and the Grenadines. Supported the development of a shelter proposal.- Documented the progress of National Societies on key OD indicators, in line with the IFRC Strategy 2020 compliance

Institutional preparedness:- Assisted the Mexican Red Cross in national level assessment of prevailing disaster risks, vulnerabilities and capacities in order to identify priorities for disaster preparedness and risk reduction. - Coordinated the ARC organizational development support provided to the Mexican Red Cross, in the fields of Standard Operating Procedures review for disaster response and internal monitoring mechanisms. - 20 State-level Contingency and Response plans developed (facilitation provided to the Mexican Red Cross);- Organization of fourteen workshops pertaining to: Instructor Training (OFDA methodology), SPHERE certification, Emergency Operations Center management (IFRC methodology) and Damage Assessment and Needs Analysis (OFDA methodology);- Emergency Operations Center built; - Adaptation and roll out the IFRC "Well Prepared National Society" baseline and findings presented to Senior Management and MRC Board of Governors.Community preparedness:- Coordination of the selection of vulnerable communities, with the introduction of harmonized indicators and stakeholder participation;- Organization of four Vulnerability and Capacity Assessment courses in Mexico, and one regional (Central America) workshop;- 12 rural communities in Tabasco and Quintana Roo developed contingency plans.- Led the introduction of Red Cross tools in disaster risk reduction, through pilot Community-Based Disaster Preparedness (CBDP) activities in Tabasco and Quintana Roo. Led the scaling-up process to include 5 new states, and provided the impetus for regional interaction with the IFRC Reference Center for Community Preparedness.Response:- Supported the humanitarian response to Hurricane Jimena (October 2009).

Response: ERU Relief teams (Jan. 13th - Feb. 4th, 2010):- Assessment of spontaneous camps as they formed, beneficiary interviews and identification of needs;- Establishment of standardized form for Relief ERU assessments;- Coordination with Haitian Red Cross leadership and volunteer management team;- Distributions of Non Food Items in 12 camps;- Coordination with FACT and other ERU teams;- Development of guidelines for distributions in post-earthquake Haiti.Camp preparedness:- Development of early warning and evacuation guidelines for camps and Training of Trainer methodology (March 2010).

Led the review of the 10-year involvement of the French Red Cross in the Kosovo refugee crisis (Kosovo / Serbia / Macedonia / Albania):o Coordination of the 4-country program review, evaluating 22 of the 56 projects implemented by the French Red Cross.o Identified recommendations, lessons learned and best practices towards the improvement of the response mechanism of the French Red Cross.o Presented the findings to French Red Cross leadership [Note: The report presenting the findings of the study was the first such ex-post evaluation made publicly available by the French Red Cross.]

Regional representation and humanitarian strategy review:- Updated and expanded the French Red Cross Caribbean humanitarian strategy, to include reconstruction and disaster preparedness, in coordination with Movement partners.- Helped set up the first French Red Cross Regional Delegation for the Caribbean, and guide strategic planning and institutional communication for the unit;- Launched disaster preparedness programs at community level (in the English-speaking Caribbean), Resource mobilization:- Led needs assessments, donors sensitization and proposal development. 2.7 M euros received from the following grants:o INTERREG: Regional disaster response capacity, 12/2007.o ECHO: Housing rehabilitation (Hurricane Dean, Jamaica), 10/2007.o DIPECHO: Community disaster preparedness (Dominica), 06/2007.o INTERREG: Regional disaster response capacity (Guadeloupe / Haiti / Dominica / Trinidad / Saint Lucia), 04/2007.Disaster Response:- Coordinated the humanitarian preparedness of the French Red Cross, with the prepositioning of stocks and training of early response units (PIRAC platform);- Led the French Red Cross initial assessment of, and response to, emergency and shelter recovery needs following the passage of Hurricane Dean Response in Haiti, Jamaica and the French Overseas Departments. Recovery / reconstruction:- Led the assessment of needs following the passage of Hurrican Ivan (Sept. 2004) and Hurricane Emily (July 2005) on behalf of the French Red Cross;- Set up and led the implementation of the Hurricane Ivan Recovery Operation (proposal development, bidding and purchasing, financial oversight, human resource management, exit strategy). - 580 houses repairedCommunity preparedness:- Development of sensitization tools on disaster preparedness and on better building techniques based on local construction techniques- Disaster committees established in 25 communities and sensitization fairs organized in each community. - 400 families benefited from the course on house strengthening (through the use of hurricane straps) - 34 community preparedness plans implemented (including VCAs, CDRTs and mitigation projects)- 150 trainees certified as qualified carpenters (certification provided by the T.A. Marryshow Community College)Resource mobilization:- Multi-million dollar grants obtained from ECHO and USAID.Organizational Development:- Supported capacity building within the Grenada Red Cross in reroofing, community preparedness and hazard mitigation activities (allowing the NS to rebuild 230 additional houses with FRC support);

- Carried out a review of factors of collaboration and conflict between NGOs and large corporations. - Published two guides on transnational corporate social responsibility.

Bagdad, Iraq

- Coordinated the Solidarités team in Baghdad; negotiated access to target populations with the Coalition Forces and Iraqi Ministries.- Carried out water and sanitation assessments in Qadisiya and Babil provinces;- Led donor relations for the organization; submitted water/sanitation proposals to international donor agencies (grants received from DfID, ECHO and USAID).

Greater Jakarta Area, Indonesia

- Review of the collaboration between the Indonesian Ministries (DGs for environmental issues), the World Bank and several international environmental development agencies and research centers (UNEP, FAO, IIED, CIFOR, World Agroforestry Centre) on the issue of watershed management.- Internal publication of findings ("Watershed deterioration in Indonesia: Elements for measuring the off-site costs of deforestation"). The final study, presented to the Rural Development Unit, offered a summary of current practice, as well as recent breakthroughs and policy opportunities.

- Launch of Oxfam-USA's fair trade campaign; organization of a Fair Trade conference; identification of local retailers; volunteer coordination.
