Development and Market access strategy for ODA practitioners (public/private sector; civil society/NGO):- institutional public and private donors’ programming survey and identification of cyclical and structural opportunities (sectorial and/or regional)- response to calls for tender / call for proposals, coordination of technical and financial offers writing - identification of internal /external required inputs (Partnership strategy, expertise sourcing methodology, fundraising and PMO/PCM methodology, legal, financial and operative upgrading)- communication/visibility/PR strategyIdentification/Formulation of ODA actions for development agencies and foundations :- Project writing (loan/grant) for funding agencies (incl. AFD, EC, EDF, EDB..): identification and formulation of action/project documents in the fields of public governance and cultural co-operation - Integration of cross-cutting issues and SDGs awareness strategy in ODA programs (environmental strategy, gender strategy, youth strategy, non-discrimination, transparency and accountability) - Identification of programme contracting architecture and definition of stakeholders' coordination mechanism Support to ODA projects implementation by aid recipients and contractors:- management, monitoring and evaluation of projects funded by bilateral or multilateral donors (budget implementation and control, technical and financial reporting, management of internal and external audits, definition and implementation of reporting tools, performance/indicators monitoring etc.)- operational support (technical assistance, grants and works management), set up of local project offices, management of procurement processes, set up of PMO duties and workflows, set up of management tools (incl. IT/ERP)- administrative and financial management capacity building for ODA implementers (grant recipients, contractors, and delegated funds manager) in regards to the donors’ applicable regulations [e.g. EC PRAG]

Within the new French technical assistance public Agency for international cooperation and development, Expertise France (EF) - in charge of institutional and operational representation to international Donors and partners in Brussels and north-west Europe (EU, NATO, EIB...)EF was created on the 1st of January 2015 (form the merger of 6 French technical assistance entities: ADECRI, ADETEF, GIP ESTHER, GIP International, GIP SPSI and FEI). It participates to the French cooperation, development aid and economic influence policy. It conducted in 2014 more than 450 projects (120 M€ turnover) in 80 countries in the fields of : Governance and Human Rights; Stability, Security and Safety ; Public Finance; Economic development ; Sustainable development; Health ; and, Social Protection and Employment.In 2014, 40% EF (merged entities) activities were conducted under EU funding.Missions:1 / Institutional representation of EF to the European union and other Brussels based institutionsEnhanced communication with the European authorities on development policies and EF contribution to their implementation; Strengthened ownership of EF EU funded actions by the French Perm Rep, and other relevant bilateral entities;Representation of EF to professional networks and events (PN, EUNIDA, European DEV Days).2 / Partnership and Business Development with European donors and other multilateral institutions in North West Europe, incl. dev of Strategic partnerships with other European member state agencies and private sector;3 / Contribution to the definition EF strategy on European funding,Survey of EU and other relevant Brussels donors, political and strategic guidelines, as Thematic / Geographic / comitologic / methodologic trends. Legal survey ans negociation. Support to trainings for EF Staff on European aid,4 / Operational support in Brussels for projects activities under EU funding e.g. for contractual or legal negotiation with the EU institutions.
