    Construction Management of residential and commercial development projects in Texas and California. Initially Oxford Development developed shopping centers, storage facilities and restaurants in Dallas, TX and areas surrounding the entire Dallas-Fort Worth metroplex as well as several cities in West TX. I was responsible for construction management of projects and overseeing construction operations. Eventually, I developed the Oxford Construction Group allowing projects to be constructed in house, turnkey, allowing better cost control and project management. This was particularly efficient with tenant finish-out when time was of essence. The Resolution Trust Corporation was a U.S. government owned asset Management Company in charge of liquidating assets. These were primarily real estate-related assets such as mortgage loans that had been assets of S&L’s declared insolvent by the Office of Thrift Supervision as a consequence of the S&L crisis of the 1980's. In 1986 the RTC negotiated with Oxford Development to manage troubled projects in San Diego, CA that consisted of high end condos in LaJolla and renovation projects that were started, but left in the demolition phase. Initially projects had to be assessed & valued as well as decisions made as to completing construction. I was responsible for coordinating county officials, planners, architects, engineers, designers, suppliers, contractors as well as reporting to the lending institution managing the projects for the RTC. Additionally, we searched for property to develop single family home communities. I worked on project feasibility, assessed properties, coordinated land planners and county officials, architects, engineers, designers, consultants and managed construction operations.

    In 1977 negotiations began with Blount International, Ltd. for a new campus for King Saud University that was to be built from scratch in 40 months at a cost of $4 billion. The project would cover 3.5 sq. miles north of Riyadh & consist of 21 major buildings totaling over 6.8 million SF. In 1981 the largest, fixed price contract agreement in construction history US $2.5B was awarded by Saudi Arabia to the joint venture of Blount and the French firm of Bouygues. The hospital and student housing were awarded separately to other companies to reduce the contract from $4B to $2.5B. Initially I worked in the Construction Support Division in between the Engineering Dept. and Construction Division. I coordinated construction of building mock-ups, monitored purchase orders, negotiated contracts, estimated change orders, verified scopes of work and tracked subcontracts. I was only there briefly before being transferred to the Precast Concrete department. Precast was one of the most important activities on the project. The project was constructed of precast columns, beams, hollow core planks, massive architectural façade panels, parapet panels, and specialty arches. There were 78,000 pieces total and 5,500 different types of precast all erected by 79 cranes. Precast components were manufactured adjacent to the site at the world’s largest precast plant. The company designing and manufacturing the precast was a German/Swiss Consortium PCG-UP. The major civil work, which included erecting the precast, was awarded to 5 Korean firms known as the Korean Joint Venture. I worked with the KJV through the precast construction monitoring deliveries, inventory control, erection, rigging, loading, unloading, storage, safety, quality control and numerous other logistics involving getting the precast units from the manufacturing plant to the correct delivery site, and erected on the correct building.

    Working with Blount International Construction through the Cooperative Education Program at Auburn University lead to a full-time position upon graduation Auburn. My first assignment was with the civil division in the estimating department. Initially worked on quantity takeoffs for site work, concrete, masonry, structural steel and carpentry. Concrete was the most important because at the time Blount would self-perform division 3 Concrete. Also did some pricing, but most pricing was done by senior estimators. The types of projects we worked on were power plants, airports, hospitals, waste water treatment plants, space shuttle launching pad, high rise buildings, additions & renovations, pump stations, paper mills, and manufacturing facilities. We would also make site visits before the estimate to analyze the site and scope of work. At bid time we traveled to the bid site to negotiate subcontractor quotes, assist the senior estimator in final assembly of the bid package, and submit the final bid. Projects ranged from $8 million to $300 million.

Estimated divisions 2-9 and traveled with bid team to bid projects.
