Significant activities have included:• Major reorganization due to an employee early retirement program which involved the elimination of multiple key staff positions to reduce agency overhead. This realignment included a substantial change in functions available and a shifting of staff to redirect resources to critical functions, such as budget, configuration management, policy, and project management.• Creation of multiple working groups to build coalitions with business functions that will enable information technology staff to understand and better support the strategic vision, mission, and goals of the agency.• Instituted controls for capital and operating expense expenditures to ensure they match approved fiscal year numbers. Developed a five-year plan and collected documentation to thoroughly justify next years’ capital and operating expenses. Briefed CFO and the executive council and received agreement for budget allocation.• Developed numerous dashboard management tools to provide the CIO with at-a-glance status of key tasks, initiatives, and budget activities.• Instituted a project management function with responsibilities for major systems above and beyond internal development efforts. Developed an Enterprise Project Life Cycle with the ability to tailor artifacts required for each project. Began enforcement of a phase and gate review using a Technical Configuration Control Board.• Acted on behalf of the CIO during fiscal year executive planning meetings and coverage during leave or offsite meetings.

Responsible for application design and development, business intelligence, and reports directly to the FSIS Deputy CIO. Management activities include staff assignments for Division level initiatives, budget activities, participation on the CIO Council, monitoring of branch level activities, and to define the vision, direction, and purpose of the division within the overall OCIO organization.• Appointed the Special Project Team Lead for the Food Safety Inspection Service agency’s premier inspection and tracking system (Public Health Information System), and was able to significantly increase communications, product development, and project success. This project was the number one initiative for the Agency and number two overall for the Department of Agriculture. This project was critical to the food safety of the nation and required the completion of two years’ worth of work within a one-year timeframe.• Managed and improved the Business Applications Division after being selected, due to recommendation of the incumbent manager who moved to another area, which included a significant realignment of staff and resources for better functional staffing and to meet agency strategic goals.• Instituted important improvements in Statement of Work development, to include new standard language for contract negotiations to ensure compliance with Department secure coding standards, reduction in risk to the government by adding performance-based Service Level Agreements and streamlined the communications process with the contracting officer for information technology activities.• Contributor in moving application architecture from physical servers into a virtual (cloud) data center to improve performance, availability, and quality of service• Managed two direct reports and was reviewing official for eighteen additional federal staff, for which I defined performance goals and completed mid and end of year performance evaluations

Manage the final portion of the project to deploy the Public Health Information System (PHIS), which constitutes functionality that spans the entire agency. Responsible for a direct staff of contractors and government employees, while negotiating and interacting with staff from other agency program areas. This was a $20 million-dollar effort started in 2007 to modernize and combine eleven separate systems. •Formed the Special Project Team with specific skills for enhanced troubleshooting, problem resolution, and the ability to get the job done.•Acquired staff resources for a connectivity validation effort that had to occur in a restrictive timeframe with 100% success on assigned goals. This required sending staff via airplane and automobile to ten remote locations around the country to test multiple wireless providers. Data collected was critical to ensuring each location would be issued the right equipment based on the best vendor performance.•Successfully trained seventy agency users on the “what, how, and why” of User Acceptance Testing, to include a hands-on portion which required significant logistics and resources for equipment and setup. This training became a model for training 5,000 federal and state food safety inspectors and the establishment of three regional training centers.

Responsible for establishing processes and governance for the management and validation of applications in support of the FSIS strategy and goals. This responsibility extends to the entire software development lifecycle, from requirements to testing, and is governed by specific agency, department, and federal plans and policies.• Responsible for twelve direct reports split amongst three teams: development, database, and support.• Worked to change rules governing the Technical Configuration Control Board to make it more efficient. Many proposed rules were adopted and increased the efficiency of the board. • Established multiple Application Configuration Control Boards to manage change requests to requirements, approve operations and maintenance fixes, and provide a forum for discussing application specific issues with key technical and business stakeholders. • Established the concept of Application Managers to validate and monitor all activities for each assigned application, to include: security vulnerabilities, certification and accreditation, application control board decisions, act as the contract officer’s representative, and to provide technical guidance on future development work. • Designed a new production environment to provide a stable, up-to-date, manageable and consistent platform, which moved the agency away from assigning every application its own server infrastructure.• Successfully instituted strict agile software development lifecycle processes which directly contributed to the increase in quality of contractor and government developed products• Managed and controlled the redesign of an agency critical application (AssuranceNet/ICS) to correct significant defects and issues that affected the mission of food safety investigators as well as agency leadership in tracking compliance with established management controls

Responsible for establishing a governance system for contracts. Additionally, AMS has a number of staff actively developing solutions without central coordination or validation of agency, department, and federal requirements. • Developed an program specific software development lifecycle that met agency, department, and federal plans and policies• Implemented a process for resource allocation to allow management to determine what projects were to be completed internally versus those that would be contracted services. This model was extended to ensure projects that were put out for contracting were explicitly defined to reduce complexity and costs.• Designed and developed a series of applications for the management of the $50M specialty crop block grant program. These included direct marketing tools, database management functions, and criteria validation on applications.• Designed and deployed a test infrastructure that mirrored the capabilities of the production environment, along with policy and guidance for configuration management.
