HSI is a non-profit, non-partisan think tank Congress created to provide independent research/analysis for DHS and its components/agencies. Geoff was the first Coast Guard/DHS Visiting Fellow as a USCG Captain and continued after military retirement contributing in the below areas:Maritime and Port Security, Emergency Preparedness/Response, Workforce Analysis (USCG, DHS S&T, TSA, CBP, CNE support), Command and Control, Maritime Counternarcotics Strategy, Counterterrorism CONOPS, Marine Safety; Cargo Security - capability gap identification and proposed technology solutions; Non-Intrusive Inspection (NII) systems CONOPS and analysis; Emergency Preparedness and Response (DHS, FEMA, USCG), deployed for Hurricanes Katrina and Rita; Workforce Analysis for the current and future FEMA workforce; Strategic Planning and Homeland Security Doctrine (DHS, Preparedness Directorate, DHS-NPPD)

Executive Assistant to the Assistant Commandant for Systems (Chief Engineer of the Coast Guard - Rear Admiral). Coordinated activities, strategy, high level meetings, initiatives for the Assistant Commandant responsible for Coast Guard Engineering -aeronautical, naval, civil, electronics and environmental; Communication and Information systems; and Logistics support for the Coast Guard.

Working for the Coast Guard's Chief of Staff and Vice Commandant, led the CG's Performance Excellence (Quality) Program, chaired the CG's Innovation Council, led Executive Support for the Commandant, Vice-Comdt and Chief of Staff including preparation and execution of strategic executive meetings. As Chairman of the Commandant's Innovation Council, planned and coordinated annual Innovation Expos (up to 2000 participants) including attendees from DOD , DHS and 28 nations; coordinated annual Innovation Awards; focused a venture capital fund ($500K-$4M) on the most promising innovation initiatives; provided Innovation Scholarships - created/contributed to a culture that was risk tolerant and expected its people to be proactive and take initiative to improve organizational performance.

Led 130 person R&D Center to develop technology solutions during/post-9/11 terrorist attacks using a systems approach to complex operational challenges: maritime counter narcotics operations, counter terrorism, port security, search & rescue, maritime environmental protection, modeling and simulation, contraband detection, target identification/classification. Responsible for $22M budget, contracting, staffing, planning, business development and program execution.

Professional Engineer. Responsible for all planning, real property acquisition, historic and environmental issues, project design and construction and major repairs and maintenance activities for all of the Coast Guard shore facilities (rescue stations, air stations, bases, lighthouses,....) in the northeast from the Canadian border to NJ. Internal responsibilities inlcuded personnel mgmt, budget prep and mgmt, interactive client planning, project mgmt and execution. $18M annual budget. Received VP Gore's Hammer Award for Innovative Disposal of old govt housing, Cowart Award for best civil engineering organization in USCG, Commandant's Quality Award (silver medal), and national GSA Award for real property management.
