About Geoffrey M.

I use statistics and data-driven storytelling to help people find meaningful work and community.Being born with a physical disability was tough. But instead of giving up, my family and teachers showed me how to use my intelligence to assist others and contribute to society. Additional supports came from the Boy Scouts, the Terry Foundation, the doctors at Texas Scottish Rite Hospital, educators at Texas State University, and the Texas VR program. Thanks to talented and caring people coming together to help me, I excelled in school, became an Eagle Scout, attained independent living, and successfully earned my doctorate degree in mathematics education. Now, it's my honor to pay it forward. As the Director of the Department of Analytics and Evaluation at the Texas Workforce Commission, I'm using my previous experience as a research specialist and data analyst as well as my skills in data science and applied mathematics to empower others to make informed decisions and achieve success. My role involves leading my colleagues in providing policymakers and partners with the reports, dashboards, interactive tools, and data analytics they need to work toward programs and services that will secure greater prosperity for all Texans. My department is also at the cutting edge of harnessing visual storytelling through statistics and generative AI to make state government more understandable, personalized, and above all, human centered. In addition to my job at the Texas Workforce Commission, I do regular commission work as a technical writer, copyeditor, and copywriter. I've authored over 100 technical and news articles on topics ranging from blockchain technology to artificial intelligence. As a senior content writer, I've partnered with small businesses, nonprofits, large corporations, authors, and celebrities to write over 395 websites. I'm also working on a project that uses generative AI to create automated editing tools for aspiring writers who may not be able to afford professional services. In my professional and personal life, I am driven by the belief that everyone, regardless of their background, disability, or life's hurdles, can find purpose and dignity in work. As a Greek Orthodox Christian, I hold the steadfast conviction that we are all made in God's image, capable of achieving greatness with the right assistance. It's our duty to uplift each other, bridge our differences, and come together to realize our collective and individual worth and potential.

  • Texas Workforce Commission
Director, Department Of Analytics & Evaluation
Texas Workforce Commission Jul 2022 - Present
    Austin, Texas, Us
My director role at the Department of Analytics and Evaluation (A&E) within the Texas Workforce Commission (TWC) combines government administration responsibilities with implementing cutting-edge data science techniques. The aim is to help TWC leaders and partners guide the Texas workforce system with insightful data analytics and evaluation, so that working together, we can ensure economic prosperity for Texan families, communities, and employers for generations to come. My department has three teams of dedicated data analysts, research specialists, and aspiring data scientists who interact with a broad array of workforce programs, including adult education and literacy (AEL), career and training (C&T), unemployment insurance (UI), and vocational rehabilitation (VR). I also coordinate and advise the activities of an at-large data scientist who spearheads interdisciplinary and interdivisional initiatives across teams. These initiatives, such as program impact studies, outcome forecasting models, and randomized control trials, feature both classical statistical studies and contemporary applications of machine learning and artificial intelligence. When needed, I also continue to serve my department as a supporting data analyst and research specialist. Staying engaged in frontline research and product development is crucial to honing my skills, gaining knowledge, and empowering me to make decisions that will benefit the whole department, further TWC's collective mission, and help cultivate personal and professional growth for staff.
  • Texas Workforce Commission
Manager, Vr Program Reporting & Analysis Team
Texas Workforce Commission Jun 2019 - Jul 2022
    Austin, Texas, Us
I led a team of seven data analysts with varying experience levels and specialties who perform mandated federal and state reporting and conduct strategic evaluation projects for the vocational rehabilitation (VR) program in Texas. In addition to my managerial responsibilities, I served as a supporting data analyst and research specialist, which involved conducting detailed analyses and extensive investigation on data trends, designing interactive dashboards and other informative products, creating routine reports for VR division staff, and developing, monitoring, and implementing data quality safeguards. I gained extensive familiarity with the Texas ReHabWorks case management system and its associated enterprise data warehouses. This provided opportunities to assist the Texas Workforce Commission's VR division and IT staff with planning changes for new ReHabWorks releases, maintaining historical data, formulating external data sharing agreements, and detecting and addressing data collection and integrity concerns.

I performed data analytics tasks and spearheaded evaluative program research to support executive management decisions. I served as the project manager, team leader, lead technical writer, and lead researcher for the 2017 Comprehensive Statewide Needs Assessment (CSNA) for the vocational rehabilitation (VR) program in Texas. I also assisted with analyzing and formatting unemployment insurance wage records for use with vocational rehabilitation case data. In addition to my VR program responsibilities, I worked with another research specialist to create a methodology for assessing evidence of adverse impact in the hiring practices of employers across the state. During this work, I gained proficiency in SAS 9.4 programming, SQL, Python, Tableau, Power BI, and ArcGIS.

    Doctoral Instructional Assistant
Texas State University Aug 2012 - Jun 2014
    San Marcos, Tx, Us
I taught undergraduate mathematics courses at Texas State University ranging from developmental mathematics to second-year calculus. Although I was supervised by lecturers and faculty, this supervision was minimal. I created lesson plans, course syllabi documents, and conducted cost/benefit analysis on educational approaches and programs. I also received training in classroom management, conflict resolution, and management analysis methodologies relevant to post-secondary education via weekly seminar courses during my first three semesters of teaching. I supervised undergraduate teaching assistants on a few occasions as well. I also taught myself how to use software suites like Adobe to create multimedia lesson plans that incorporated Wolfram Mathematica demonstrations I had programmed, YouTube videos, and online tutoring and interactive homework resources.

I also coordinated my efforts as part of a research team that included physicists, mathematicians, computer scientists, and software/hardware engineers. I received training in basic optics. My writing skills were put to good use to help prepare and edit periodic reports to the National Science Foundation to obtain and preserve funding from grants. I also helped create student forms and process paperwork. Our team was required to assess workplace problems/procedures as well and come up with innovative solutions, such as the use of audio conferencing from the lab, to improve information flow among research team members.
