As part of the Business Development department for Vectrus, Inc. I research future program opportunities for providing installation management services, engineering, construction management, emergency, medical and fire protection personnel, operation and maintenance personnel, lodging management and recreational program management for United States and Internationally located installations. Our programs operate and maintain Department of Defense and US Government affiliated installations across the globe.

As a Senior Proposal Writer for Exelis Mission Systems I review client Request For Proposal documentation and work with the Business Development team to prepare the extensive and detailed proposals customized for each individual and unique project. Drawing upon my extensive experience in construction and construction management I assist the BD team in preparing mobilization schedules, project management procedures to be implemented and on site organizational structures that are tailored to the customer’s specific project requirements. These project specific details are outlined in the RFP response that is prepared and forwarded to the client for their evaluation. I also interface with the cost estimating department to ensure that the personnel staffing matrix reflects the proposed management approach. I have assisted in the preparation of Department of Defense RFP responses that range in size from $ 60 M to over $ 1 B.

ITT Mission Systems is the Prime Contractor for the Departmant of Defense Kuwait Base Operations & Security Support Services contract established to provide necessary services to The US Army in the Middle East Theater of Operations. As the KBOSSS Site Manager for two of the seven bases utilized, I interface directly with the Base Commanders and the Command Cell Staff and coordinate the ITT Mission Systems activities on the sites. These include providing construction management services, base perimeter and entrance security, logistics and material transportation, health care support, base recreation facilities, hazardous waste and recycling programs, facility maintenance services, transient housing programs, postal service operations, fire department and emergency medical services as well as speciality programs in direct support of the armed forces in this Theater of Operations. The administrative and technical ITT Staff for LSA/Virginia total around 800.

I worked closely with the financial and legal team in evaluating prospective development opportunities. This included site analysis, planning and zoning discussions, desired facility programming criteria, preliminary design discussions and optimal project design-construction schedule preparation and oversight of preparation of initial project budgets. Actively involved with the selection of the architectural/engineering Design Professional team, contractors/subcontractors, contractor budget preparation and project cost refinements, preparation of necessary project contracts, and also acted as the owner's representative in discussions with The Design Professionals and Contractors, change order cost reviews/approvals, monthly payment application reviews and coordination with the lending institutions to address any project issues.Projects included:The Palmolive Building, Chicago, IL - $100M conversion of an art deco office tower into high-end condominiums.Lake Park Crescent, Chicago, IL - $17.5M mixed residential row homes/townhomes/six-flats urban housing project.Fairbanks Court, Chicago, IL - Acquisition and environmental cleanup project included obtaining planning and zoning approval and site development for a future $214M 58-story hotel/residential facility.

Projects included:Palmolive Building Renovation - Acting on behalf of Draper and Kramer as Project Director, I was involved with preconstruction, contract negotiations, scheduling and construction oversight of the renovation of the $100M conversion of this 38-story art deco building. Although the existing structure was retained, all of the remaining major components of the facility were renovated. This included the exterior façade as well as all Core and Shell Systems, from Elevators through Life Safety/Fire Alarm Upgrades.

My assignments included proposal preparation, project scheduling, budgeting, value engineering reviews, constructability analyses, site logistics, permitting, hazardous material abatement and sub-soil testing as well as extensive discussions with the architectural, structural and mechanical/electrical design teams to maximize project value while minimizing project costs. Subcontract negotiations and subcontractor scope of work reviews also were completed under my direction. Projects included:Fordham Tower - Preconstruction and construction of a 52-story, 815,000 sq.ft. concrete luxury condominium project. This $105M facility included 225 condominiums and penthouse units, an adjacent 10-story parking structure, six private townhomes, and a retail area. Condominium project - Completion of preconstruction services, value engineering analysis. Scheduling and final budget preparation for a 21-story, $21M condominium project.Hotel Sofitel - Preconstruction of a $60M, 34-story, 380,000 sq.ft. luxury hotel constructed in the north river area of downtown Chicago.Northwestern University Center for Nanofabrication and Molecular Self-Assembly - Preconstruction for a 4-story research facility. This $25M, 85,000 sq.ft. project includes three and one-half levels of laboratory and testing facilities as well as office, conference and instructional areas.

Duties included overseeing all project managers as well as field superintendents assigned to the Construction Division, preparation and review of future business plans and staff requirements. Worked with the Architectural/Engineering Division on all design build projects handled through the Chicago office.Projects included as Senior Project Manager:Rockford, IL Schools - The facilities included two K-8 magnet theme schools and one science nature middle school. Total area under construction at the three sites was approximately 335,000 sq.ft. ($34M).Village of Oak Park, IL Parking Deck - The addition of a fifth level of parking to an existing four-story post tension concrete parking garage ($2.5 M).University of Illinois, Chicago - Masonry, roofing and concrete plaza deck repair and replacement work for 20 existing campus buildings ($5M).Hotels, Chicago, IL - Construction estimating and scheduling for the design and construction of two adjacent hotels containing a total of 280 rooms and attached restaurant ($11M).Des Plaines, IL Medical Building - Preconstruction estimating and scheduling for the design and construction of three-story medical office building ($6M).

Multiple tenant space projects. Responsibilities included preparation of estimates, proposals, subcontractor scope reviews, scheduling and contract administration.

Projects included:Sears Merchandise Group Headquarters, Hoffman Estates, IL - Mechanical/Electrical/Life Safety Systems for the approximately 1.93M sq. ft. facility composed of five interconnected steel frame and curtain wall buildings and two parking structures ($160M).Northwestern Research and Education Building, Northwestern University, Chicago Medical Complex, Chicago, IL - A 305,000 sq.ft. 17-story research laboratory with adjacent atrium building constructed for Northwestern University's School of Medicine ($44M).
