Exercised operational control of the military elements of the joint and combinedMultinational Force and Observers (MFO) in the Sinai, Egypt. Was responsible for observingand reporting compliance/noncompliance of the parties to the peace treaty between Egyptand Israel. - Established a standard procedure for monitoring exceptions to the protocol.Procedures included mission planning for reconnaissance and surveillance operations andpublication of fragmentary orders to supplement Force Standing Orders. - Personallycontrolled 20 or more MEDEVAC/SAR operations, coordinating air and ground evacuationsupport, medical support, diplomatic clearance, and receiving facility support. -Personally conducted or controlled the execution of over 30 investigations of suspectedtreaty violations. - Established the practice of conducting after action reviews (AAR)subsequent to each emergency operation or treaty investigation. Results of the AARs wereinstrumental in refining standard operating procedures. - Established minimum manpower andequipment requirements for operational elements of the force in a zero-base resourceassessment. Results of the assessment were the basis for a five-percent reduction inresources with no significant reduction in operational capability. - Responsible for theplanning, preparation and execution of the reception and onward movement of over 600 newlytrained policemen for the Palestinian Authority. Received incoming policemen from fivedifferent Arab countries, transported by aircraft of various nations. Provided security,ground and administrative support and in some cases ground transportation in conjunctionwith host nation authorities. Conducted the mission intermittently over a three-weekperiod of time, while sustaining the overall MFO mission.

Led a multidiscipline division (instructors, education specialists, and industrialpsychologist) with the mission of assuring the highest quality instruction throughout theTransportation Training Center. - Was instrumental in ensuring the school*s accreditationby the Southern Association of Colleges and Schools. - Helped spearhead the effort toestablish the TRADOC Total Army School System. - Led the first team empowered to accreditaffiliated reserve component training institutions to teach TRADOC proponent programs ofinstruction.
