The Sustainment Program Manager (SPM) position is uniquely aligned both externally and internally, allowing for the ability to collaborate, influence, direct and task actions throughout the Weapons System’s lifecycle. Externally: The SPM works/collaborates with the PMO to understand the PMO’s needs and requirements and coordinate at all levels to ensure that the PMO, MARCORLOGCOM and Marine Corps produces and fields sustainable weapon systems.The SPM’s understanding of MARCORLOGCOM’s capabilities creates opportunities for the depot (i.e., Source of Supply for spare and repair) and/or other organizations in MARCORLOGCOM to build sustainable weapon systems.

Responsible for continuity and stability planning within the Weapons System Management Center (WSMC) enterprise planning division in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) sustainment and RESET operations. Strategic planning for the rapid increase of logistics planning and operations tempo for the redeployment and retrograde of equipment out of OIF and Surge Build up in OEF for Marine Corps Logistics Command (MCLC). Acted as OIC for WSMC OIF RESET, OEF Sustainment and OEF RESET in support of MCLC’s role as executive agent for redeployment and retrograde of equipment from OEF. Responsible for the strategic and operational planning of Principle End Items (PEI) supply transaction planning, maintenance and resets strategies for the purpose of ensuring proper accountability in Marine Corps System of Records in accordance with current Marine Corps policies and procedures. Responsible for directing and supervising assigned MCLC and Head Quarter Marine Corps programs such as Equipment Sustainment Repair Program (ERSP), Principle End Item Rotation, Retrograde/Redeployment/Reset/Reconstitution (R4)Fill a critical void in command leadership by developing policies and procedures, defining roles and responsibilities, mapping and developing process Metrics, planning, tracking and accounting for Marine Corps PEIs, through execution of MCLC missions. Responsible for analyzing and forecasting maintenance planning budgets for RESET across fiscal years, Interpreting logistics policies and procedures concerning equipment programs across DOD for the purpose of ensuring that equipment is handled in accordance with Total Life Cycle Management Program.

Responsible for overseeing, writing, development and operations for state, federal and foreign government operations for international logistics. State, federal, and foreign business development. Procurement of transportation, storage and vendors as needed for logistical missions. Responsible for Developing and implementing supply chain management, and distribution management policies, processes and procedures Project management to work directly with truck, airline, and ocean line operators to ensure lowest shipping costs. Responsible for development of operating procedures compliance measures for the movement of air, ground, and sea cargo under State, Federal and Foreign government contracts as well as development of warehousing plans and need for the storage and movement of cargo. Establishment of government operations department, ensuring that company met all requirements, registrations, and system entry for federal business. Developed concepts of operations as well as wrote and submitted all government bids in accordance with all FAR Manual requirements for contracting.Planned and wrote government bid to DHS (FEMA) which resulted in 5 year, open contract for services for emergency response services. Established over 5000 trucking rates to be submitted to Surface Deployment and Distribution Command (SDDC) for trucking services for the US military. Coordinated and sourced all carriers for government operations for company ensuring each met requirements for government operations.

Responsible for all aspects of operations of Air, Land and Sea cargo movement through out Iraq from global EGL Offices, ranging from 100,000 - 800,000 tons of cargo monthly with over $4.8 million revenue P/L. New project development, execution, tracking and completion. Project Management to include the development of scope, estimation of cost, strategic concept of operation, and logistical organization. Development of the table of organization, tables of equipment, project inventory and accountability. Interfacing with clients, to develop plans to meet their mission requirements. Develop security, secure logistic plans, procedures, logistical assessment of installations and facilities.•Identify logistic and manpower short falls and developing plans to adjust for them to ensure project completion by date•Developed Standard Operating procedures for the movement of Air, Ground and Sea Cargo.•Notify clients of issues concerning availability, reliability, or maintainability of the materials and equipment presently in facility and forecasted for the facility•The procurement of transportation, storage and vendors as needed for logistical missions•Developed and established customer requirements to allow for Business Development to create customer quotes.•Work directly with truck lines to ensure lowest shipping and delivery costs.•Work with customers on Customer Service issues to prevent or manage their individual needs.•Develop transport lanes to include rates and costs for Air, Ground and Sea cargo moves through out the world.•Develop warehousing plans and needs for the storage and movement of cargo.•Responsible for Customs Clearance, Import and Export processing.

Responsible for 50 employees in multiple departments from Customer Service, Technical Support, Warehousing, Shipping, Account Payables, Purchasing, and Sales Support. Responsible for all facets of the day-to-day operations from HR, payroll, to purchasing, product, supplies, inventory control, warehousing, daily route deliveries, and technical installation and repair scheduling. Responsible for the task organizing of shipping over $58,000.00 a week in product to customers.
