As a member of the active component of the Civilian Response Corps, I coordinate with counterparts throughout the U.S. Government in planning and preparing reconstruction and stabilization operations; work with international organizations, foreign governments, military structures, and the donor community on justice sector deployments; and partner with local authorities in fragile states to establish rule of law that is sustainable and compliant with international standards.

Worked with partners and associates in corporate law firms, conducting research and drafting memoranda and briefs in litigation, antitrust, and international trade practice areas; analyzed documents and provided technical advice on compliance with federal legislation such as the Sherman Act, the Foreign Corrupt Practices Act (FCPA), and the Racketeer Influenced and Corrupt Organizations Act (RICO); responded to requests for information and materials from the Department of Justice's Antitrust Division relating to proposed mergers and acquisitions; reviewed documents for responsiveness and privilege in response to a subpoena issued by the Special Inspector General for Afghanistan Reconstruction (SIGAR) investigating potential bribery of or solicitation of kickbacks from Afghan officials by defense contractors; and analyzed international contracts and agreements in English, German, Dutch, and Spanish concerning foreign trade and commerce.

Managed international and national staff within the Office of the Chief of Staff; advised the Head of Mission on policy, legal, security, and administrative matters; drafted memoranda, correspondence, briefing materials, and reports; managed the communication of information and the coordination of documentation in a secure manner within the Office of the Head of Mission; chaired special task forces and working groups; supervised staff to ensure that office procedures were followed, deadlines met, actions completed, and confidentiality maintained; liaised with senior U.S. Embassy officials, justice personnel, and military (NATO) staff on sensitive justice sector operations; and coordinated all aspects of cooperation between UNMIK and the International Criminal Tribunal for the Former Yugoslavia (ICTY), including legal research and drafting of submissions for court.

Managed international and national staff within the Political Coordination and Reporting Office; advised the Head of the UNMIK Economic Development Pillar on political and strategic matters; coordinated conferences and working groups; analyzed and evaluated the effectiveness of democratic institutions; responsible for planning, monitoring, and reporting on implementation of Standard Five (Economy) of the Standards for Kosovo; collaborated with the World Bank, the IMF, USAID, and other national donors on initiatives of the Economic Development Pillar; drafted reports to United Nations Headquarters in New York as well as to the European Commission in Brussels; and responsible for business planning, objectives setting, and budgetary expenditures of the office under my supervision.

Advised the Assistant Secretary-General (ASG) for the UNMIK Civil Administration Pillar on policy, legal, and governance matters; managed special projects concerning public administration and local governance; drafted memoranda, code cables, and correspondence for the ASG and cleared outgoing correspondence to be signed by the ASG; formulated strategic assessments, position papers, and planning guidance; coordinated work of all component offices of Civil Administration; and ensured coordination between the Pillar, the rest of the peacekeeping mission, and the international donor community active in the mission-area.

Drafted correspondence, memoranda, and briefs; tasked issues to appropriate offices for action and ensured follow-up and compliance with deadlines; prepared budget submissions and justifications on behalf of the UNMIK budget (USD 240 million) to United Nations Headquarters; conducted regular briefings on policy, law, and ethics; coordinated with other peacekeeping missions; liaised with the four pillars of UNMIK in the areas of Rule of Law, Civil Administration, Institution Building, and Economic Development.

Acted as Chief of Staff for the UNMIK Department of Justice (DOJ); worked on court administration and reform of justice sector institutions; advised the Director of DOJ on rule of law implementation; worked with prosecutors, civilian police, prison directors, and military (NATO) officers on sensitive cases and operations while ensuring compliance with civil liberties and due process; drafted briefs, correspondence, cables, and press statements; and represented the Director of DOJ at meetings and events.

As a member of the ICTY Office of the Prosecutor, managed pleadings, exhibits, and transcripts in complex litigation involving war crimes, crimes against humanity, and command responsibility; researched, drafted, and filed motions and briefs on the law of armed conflict and international humanitarian law; responsible for compliance with rules of procedure and evidence during proceedings; worked with witnesses, investigators, judges, and defense counsel.
