As Deputy Director, Technical, I lead the technical performance of a highly complex organization comprised of over 4,000 civil servant and contractor engineers and technologists. The engineering team that built the James Webb Space Telescope - we are now building the next generation of space missions for scientific discovery; including the Roman Space Telescope, Mars Sample Return Capture and Containment System, Plankton Aerosol Cloud ocean Ecosystem and On Orbit Servicing Assembly and Manufacturing Mission.

The NASA Engineering and Safety Center (NESC) provides independent analysis, testing of NASA's high risk programs to ensure safety and mission success. Led the agency's understanding of the use of automotive and commercial parts for human rated space vehicles under the Commercial Crew Program. Awarded the Astronaut's Silver Snoopy Award for contributions to safety in human spaceflight.Served on the Standing Review Board for the Parker Solar Probe mission and the Independent Standing Review Team for the Geostationary Operational Environmental Satellite Advanced Baseline Imager.

Developed program execution plans for NASA's next generation optical communication space mobile network. Oversaw flight projects in implementation; including the Laser Communication Relay Demonstration and the Tracking and Data Relay Satellite System - M (TDRSS-M).

Led a corporate level strategic assessment on the Agency's space environments test capabilities as part of the NASA Associate Administrator's Technical Capabilities Assessment Team (TCAT). Led a team of Subject Matter Experts from all NASA Centers to develop recommendations on investment, divestment and consolidation of test capabilities.

Provided leadership for an organization with over 500 civil servant and contractor employees, responsible for providing expertise and leadership in the design, development and testing of Space Flight electrical and electronics systems and technologies for NASA missions. Oversaw the cost and schedule performance of in-house deliverables and ensured engineering technical excellence in all of the Division's core competency areas, including: Spacecraft Command and Data Handling (C&DH); Spacecraft Electrical Power Systems; Radiation Effects and Analysis; Space Flight Electrical and Electronics Parts; Space Flight Photonics; Space Flight Hardware Manufacturing; Space Flight Avionics Mechanical Packaging; Instrument Electronics; Spacecraft and Instrument Electrical Systems; Spacecraft Avionics Systems and Architectures; Ground Support Equipment; Spacecraft Harnessing; Spacecraft Communication Systems; Ground Network Communication Systems; Spacecraft and Instrument Integration and Testing; and Suborbital (aircraft, balloon, sounding rocket) Electrical Systems.Directly supervised multiple branch heads - including the Power Systems Branch, Instrument Electronics Branch, Avionics and Electrical Systems Branch, Communication Systems Branch, and the Wallops Electrical Engineering Branch.Served as the engineering champion team chair for the Laser Communication Relay Demonstration (LCRD). Served on the engineering champion team for the Magnetospheric Multi-scale (MMS) Project, MMS Fast Plasma Instrument, and Gravity and Extreme Magnetism Small Explorer (GEMS) Project. Successfully led GSFC's simultaneous space flight manufacturing of the Magnetospheric Multi-scale Project spacecraft avionics, Global Precipitation Measurement (GPM) Project spacecraft avionics, Landsat Data Continuity Mission Thermal Infrared Sensor flight electronics, and the James Webb Space Telescope (JWST) Integrated Science Instrument Module electronics.

Served as acting supervisor of the Microwave Telecommunication System Branch. Provided interim leadership to the branch to enable a smooth transition to a new management team.

Provided technical and programmatic leadership for the development of the MMS Spacecraft Avionics: including the Spacecraft Data Bus Network (SpaceWire); Command and Data Handling, GPS Navigation Electronics, Power System Electronics, Propulsion Drive Electronics, and Flight Software.Successfully led the design and development of the spacecraft avionics, from pre-formulation phase through the critical design review and build of the engineering test units.Designed the MMS Fault Detection and Correction approach.

Fixed high visibility problems with the Flight Controller Unit (FCU). Performed a detailed technical assessment, reformulated the team, and created a new FCU architecture that eliminated most technical risks, reduced power by 50%, resolved issues with mechanical and thermal design, and created a development plan that met the project schedule milestones.Successfully led the effort to fix severe technical and programmatic problems with the FCU development: eliminating the previous architecture; re-building the team and taking a new solution from blank paper to a flight form, fit and function engineering test unit within one year.

Provided technical oversight of several civil servant engineers within the Flight Data Systems and Radiation Effects Branch assigned to various in-house projects including SDO, LRO, JWST, ELC, and MMS.

Served as the Product Development Lead for the Space Technology-5 Command and Data Handling Subsystem.Successfully led the ST-5 C&DH development from the pre-formulation phase through launch and early operations check-out. Delivered three C&DH subsystems and successfully infused the CMOS Ultra-Low Power Technology (CULPRiT).

Successfully designed and delivered the WARP RS-422 science instrument interface card that collected science data from the Advanced Land Imager, Atmospheric Corrector and Hyperion Instruments. The design included four Actel 14100 FPGAs and received up to six data streams totaling 1.3Gbps.Designed the 1 Gbps Fiber Optic Data Bus (FODB) instrument interface card.Successfully supported WARP box level integration and test, integration of the WARP to the EO-1 spacecraft, EO-1 instrument integration and post-launch WARP and instrument check-out.

Successfully designed and delivered the Dual-Rate 1773 Fiber Optic Data Bus experiment to the Naval Research Laboratory's Microelectronics and Photonics Test Bed.

Successfully designed, fabricated, tested and produced final reports for radiation proton testing on fiber optic and opto-electronic devices.

Directly supported the NASA Avionics Technical Fellow for the NASA Engineering and Safety Center (NESC), provided independent technical expertise to major NASA programs. Established the Agency Programmable Logic Devices Community of Practice. Led the development of the NASA Programmable Logic Devices Engineering Handbook.Served as the NESC Avionics technical discipline expert for the Constellation project reviews. Initiated inter-agency partnership between NASA and the Department of Transportation to study unintended acceleration in Toyota vehicles. Served on the Department of Transportation's Unintended Acceleration Study. Led the Agency wide assessment on the Robustness of the Design, Development, Test and Evaluation Processes for Field Programmable Gate Arrays (FPGAs). Served on the Crew Exploration Vehicle (CEV) Smart Buyer Study (2006).

Designed hardware and software for Aircraft Data Systems for airborne science projects at the NASA Wallops Flight Facility. Served as Mission Manager for local and deployed aircraft operations.

Designed hardware and software for the main processor card for the Aircraft Data Management System on the NASA WFF P3 Aircraft.Performed electrical technician duties, including wire-wrapping, harness fabrication, soldering etc..Designed automated gyro test configuration to test 3 axis rate gyros for the NASA WFF Sounding Rocket program.Developed software to support the NASA WFF Transportable Orbital Tracking System.
