Developed and implemented the formal safety program for the ISS, including the first “Safety handbook”. Negotiated with State officials on behalf of the City to resolve EPA funding problems for the Moccasin Bend Treatment Plan Expansion project. Compiled system NPDES permits and edited annual report submissions.Designed and implemented the City’s first Pretreatment Program. This program was the first approved in Tennessee and was used as a model nationwide. This entailed drafting a new ordinance, writing 120 permits, plan review, enforcement and liaison with the Regulations Board. Developed the strategy and algorithm to implement the user charge system.
