I have recently started a role as Senior Development Management Engineer for Ringway Jacobs on the Essex Highways Contract. This role involves the direct line management of Technicians and Assistant Engineers within Development Management. I am also responsible for managing the implementation of Highway Developments, including Section 278 works and also Section 38 Developments.

Managing the performance of the Land Charges team within very strict KPI's and SLA's and helping the team respond to over 18,000 enquiries per year. Direct line management of Land Charges and Searches team and dealing with any staffing issues that may arise.Conducting Regular 1 to 1's and progress reviews and agree training plans with staff.Managing workload of the team to ensure KPI's and SLA's are met and high work standards are maintained, addressing any shortfalls in standards.Ensure that a 3 day response time is managed and enhanced where possible. Organising regular training sessions of staff, and continuously look to improve efficiency in the business.Managing income and budgetary restraints. Ensure that invoices are raised promptly and finance projections are provided when requested.Deal with any financial issues that may arise and arrange refunds when necessary.Reviewing Service Level agreements and adjusting these where appropriate to manage business needs.Ensuring that case work is progressed in a timely manner and in line with legislation.Ensuring that any backlogs of case work is cleared promptly.Ensuring that all consultations with key stakeholders are productive and professional.Provide feedback on service levels to serious and suggest areas of improvement.Create business cases where appropriate to ensure that service levels are maintained.Assess and improve IT software programmes, and work with efficiency team to maximise productivity.Represent Essex County Council at Magistrates Court relating to matters of Highway Law.Represent Essex County Council at Quarterly liaison meetings with key stakeholders.Provide assistance to other teams in Essex Highways in matters relating to Highway Land.Assist in ensuring accurate GIS record keeping is conducted within the team and flag up any potential record issues across the business.Provide support to Line Manager in matters relating to Public Rights of Way when necessary.

Ensuring works meets the requirements CDM Regulations and other construction/H&S related law. Liaising with Legal Services in the preparation of highway agreements. Liaising with financial services to ensure prompt payment of fees. Processing watercourse consent on behalf of the Local Flood Authority. Liaising with Asset Management in the recording of new developments and ensuring that accurate records are kept and maintained.Calculating the apportionment figures for the section 220 notice required for the APC outlined in section 219 – 226 of Highways Act 1980. Completing Local Authority Searches within a strict KPI and SLA deadline.Formally responding to written enquiries from Solicitors concerning house sales in a timely manner. Maintaining and building relationships with Local Councils to ensure an excellent service is provided. Creating and maintaining KPI tracking spreadsheet to ensure that KPI figures are recorded correctly. Processing Removal of highway rights application under Section 247 of the Town and Country planning Act and Section 116 of the Highways Act 1980. This involved following regulations and making decisions regarding the sale of Highway Land, liaising with internal teams regarding the sale of highway land and consulting with local councils and councillors. Training members of staff in Essex Highways Policies and procedures and working practises and managing their workloads.Reporting progress of new staff to line managers and completing progress plans. Assisting in the use of performance plans and helping set targets to improve staff members performance. Processing the implementation of Traffic Regulations Orders. This involved consulting with residents and Cllr’s and liaising with developers on complex issues of public interest. Interpreting Highway Boundary data from the Mapinfo system and subsequently producing Highway Boundary plans for customers. Assisting other teams within Essex Highways with obtaining information regarding land. Improving Highway Practice guides and suggesting ways of improving working practises. Providing Administration support to Engineers and Team leaders. Organising meetings and venue bookings.

During my time as an Apprentice within Essex County Council, I was primarily responsible for assisting the Development Management Team and the Customer Services Team. This included:Providing solicitors and local councils with Highway information. Supporting engineers in the management of highway development schemes, keeping accurate records, and conducting Street lighting checks with inspectors.
