This analysis was used in a legal reform program to combat the exploitation of foreign domestic servants in Kuwait, Saudi Arabia, Oman and Bahrain. Designed and developed a capacity building program on best legal measures to combat human trafficking in Southeastern Europe. The U.S. Department of State, Office of Education and Cultural affairs approved the funding of the program in July 2003.  Managed the Protection Project Human Rights Scholarship Program which included monitoring the selection process of Middle Eastern scholars; developing topics for academic research such as separation of religion and state and the scope of application of Islamic law in the Middle East; and supporting scholars with necessary academic materials to elaborate on their topics of research. Liaised with governmental and non-governmental institutions in the countries of the Arab world, including Egypt, Jordan, Yemen and Morocco to conduct exchange and educational programs promoting principles of rule of law and democracy among law students.
