I have continuously supported the USCG and DHS Science and Technology Directorate via the USCG Maritime Domain Awareness (MDA) efforts (2004-2009) and the DHS S&T HSARPA Maritime Programs and Border Security Programs (2010-Present) since my retirement from the USCG in 2004. My last USCG HQ position was Chief of Electronics Systems for the USCG. My last field unit was USCG District Seven HQ in Miami. FL. I was the Chief of Resources and Technology for the District and retired from that position after 2 years in 2004. I was immediately recruited into the USCG MDA program and then the DHS S&T programs. The rest is history as they say. I have continuously supported a variety of technology efforts the past 15 years(through 2022).I have changed prime/sub-contractor affiliations during this time as contracts and contract vehicles have changed within DHS S&T.I am currently the Senior DHS Advisor for OCEANS LLC ( www.oceansllc.com) and continued my direct support of the DHS S&T Maritime and Border Security efforts through 2022. My efforts were/are Nation-wide and I am based in the West Palm Beach, Florida area.Simply stated, my primary functional description as a Science Advisor and Operations Manager and Liaison has focused on ensuring alignment of technology, requirements and doctrine. The front line operator/responder is the key to preventing successful terrorist actions and absolutely key to consequence management and mitigation after an incident. Preventing terrorists from succeeding will always be my position on the development/application of technology to the problems the Science and Technology communities are tasked to research, develop and eventually deploy.One overarching effort the past 10 years has been the development and deployment of an unclassified information sharing backbone capability across all DHS components and other partner agencies. This effort was a grassroots effort that was focused at the first responder/boots on the ground level to determine the feasibility of the concept. The effort has now transitioned from the DHS S&T arena to an Acquisition Project referred to as IMDE/Integrated Maritime Domain Enterprise. This effort will become an all domain enterprise as it moves forward.TS/SCI
