Program Manager for SEVENTH Fleet Synthetic Training Program - Joint.

I coordinate a comprehensive Surface Force Unit Level Training program for 18 Forward Deployed U.S. Naval Ships (FDNF). I direct the efforts of 150 trainers in 23 warfare areas, by using a complex formula matching trainer availability, ship's schedules, travel requirements, fiscal constraints and other factors to develop a schedule that achieves the required levels of performance as set forth in the Surface Force Training Manual. I performs complex negotiations with Senior Staff Officers on all 18 ships, CTF 70, ESG-7 (formally COMPHIBGRU-1), COMLOGWESTPAC and COMDESRON FIFTEEN staffs, 4 other Afloat Training Group commands, Commander Naval Surface Forces Pacific and other appropriate commands to accomplish training requirements. I am responsible and accountable to the Commanding Officer, ATGWP CAPT/O6, for reporting and advising on all issues related to the scheduling and accomplishment of shipboard training, specifically certification events to include, Cruise Missile Tactical Certification; training events. Master Scheduling Program Manager (MSP). Track Unit Level Training accomplishment in support on Navy Mission Essential Task lists (NMETL) for Fleet Commander Situational Awareness.

I flawlessly managed daily operations for over 80 ships, submarine and aircraft operating in SEVENTH area of responsibility. I supervised the management of WEBSKED, Diplomatic Clearances, and voyage planning for the entire Fleet. I Orchestrated Tactical Flag Command Center transition/upgrade and technologies implementation to include Composable Force Net System (CFn) and Global Command and Control- Joint (GCSS-J). Maritime Common Operational Picture (COP) staff expert. Maritime COP lead during exercise Terminal Fury -05/06. Responsible for establishment of the JFMCC/JFACC/JFLCC organization in the TFCC during exercise TALISMAN SABER-05 and TERMINAL FURY 06. Developed a comprehensive plan to consolidate war fighting readiness inputs from 9 staff codes into Defense Readiness Review System (DRRS). Responsible for translating warfighting jargon into the appropriate Navy Mission Essential Tasks verbiage. 1998-2003: Shore Targeting Terminal (STT) Manager for Commander Submarine Group SEVENEstablished the Theater Undersea Warfare (TASW) Division and Catalyst behind modernization of Operations Command Center. Using consummate Anti-Submarine Warfare (ASW) knowledge personally researched technologies and systems to maximize equipment layout for integration and accessibility.

Developed comprehensive training plan for Ship-Board Training Team Course of Instruction and Final Evaluation Problem (FEP). Standardized all training objectives used for ship-board training. Achieved Afloat Training Specialist (ATS) instructor qualification.

Anti-Submarine Tactical Air Controller/Ships Weapons Controller (SWC) on DD-991Tactically controlled LAMPS MK III Helicopter during multiple SHARAM events. Also served as ASW Evaluator and Ships Weapons Coordinator during exercises and real-world events.; comprehensive Battle Group Operations. Authored numerous OPLAN/CONPLAN's in direct support of major bi-lateral exercises and training events.

Japanese/American Navy Friendship Association Awardee 1990 for establishing first ever Global Command and Control (GCCS-J) system at Japanese Maritime Self-Defense Force Headquarters, Funakoshi, JA. Used proficient Japanese language skills to train both technician and operators.
