Designed and managed construction of water and wastewater treatment plant improvements, municipal water wells, and other complex projects up to $5.65 million. Prepared engineering services proposals and agreements. Served as consulting city or district engineer for six local agencies. Prepared applications and engineering reports to secure federal, state, and local project funds. Prepared all required financial and status reports, reimbursement requests, and funding closeout documents.

Developed plans, specifications, and estimates for water distribution, sewer collection, street, and commercial site improvement projects. Managed the advertisement, award, and construction of these projects. Designed and managed construction of projects involving hazardous substances, including demolition of buildings containing asbestos and providing impervious pavements to seal contaminated soils at agrochemical facilities. Prepared facility master plans and utility rate studies.

Managed engineering functions of the City of Los Banos, including Capital Improvement Program development, project designs, traffic studies, and administration of engineering contracts. Managed and provided technical support for various computer systems and networks operating throughout City.

Directed a full-service Public Works Department providing water and sewer utilities, storm drainage, street maintenance, and city fleet management for a city of 20,000 people. Acting under general administrative direction, set departmental operations policies and directives, programmed capital projects, developed and administered $4.1 million operating and $0.5 million capital improvement annual budgets. Was responsible for recruitment and other personnel matters within the department.

Provided assistance to the Director in all aspects of the management and operation of the Public Works Department, including preparation of budgets, technical reports, and administration of the industrial wastewater pretreatment program. Served as project manager and primary inspector of a $2.8 million construction project that expanded the wastewater treatment plant from 2.5 to 3.5 million gallons per day capacity.
