Gerald Epstein works at the interface of science, technology, and security policy, having addressed national and international policy issues for the White House, Congress, and others. He has worked on topics including biological weapons threats; bridging the scientific research and national security communities; chemical and biological weapons nonproliferation; missile defense; strategic arms control; and export controls.He is currently working on biotech governance with the Open Philanthropy Foundation and serves as a Contributing Scholar with the Johns Hopkins Center for Health Security and an Adjunct Fellow at the RAND Corporation. From July 2018 through April 2023 he was a Distinguished Fellow with National Defense University's Center for the Study of Weapons of Mass Destruction. Prior to that, he served as Assistant Director for Biosecurity and Emerging Technologies at the White House Office of Science and Technology Policy (OSTP) on detail from the Department of Homeland Security (DHS), where he was Deputy Assistant Secretary for Chemical, Biological, Radiological, and Nuclear Policy. Prior to joining DHS, he directed the AAAS Center for Science, Technology, and Security Policy. Before that, he had been at the Center for Strategic and International Studies and the Institute for Defense Analyses. He was previously at OSTP from 1996 to 2001, serving in his last year there in a joint appointment as Assistant Director of OSTP for National Security and Senior Director for Science and Technology on the National Security Council staff.From 1983 to 1989 and again from 1991 until its demise in 1995, he worked at the Congressional Office of Technology Assessment. From 1989 to 1991 he directed a project at Harvard University's Kennedy School of Government on the relationship between civil and military technologies. He created and taught courses on arms control and nonproliferation at Princeton University, and science, technology, and homeland security at Georgetown.Dr. Epstein is a Fellow of the American Physical Society and the American Association for the Advancement of Science, and he serves on the editorial boards of the journals Health Security and Frontiers in Bioengineering and Biotechnology.
