The Investment Committee reports to the Navy League Board of Directors and provides guidance and assistance to those involved in the oversight of the investment of the Navy League's portfolio ("the Fund"). It is the Board's intention that the investment portfolio exist in perpetuity. The fund has three goals. The first is to support the Navy League's mission through a sustainable cash flow. The second is to maintain the value of the fund in both nominal and real terms. The third is to invest in a diversified manner to minimize volatility and maintain security of principal.

Served as a member of the Halliburton Company "Environmental Strategy Team" to develop the strategy for Halliburton to pursue the environmental services market.Headed the winning HALLIBURTON NUS proposal effort on a team with Fluor Daniel to remediate the DOE Feed Material Production Facility at Fernald, Ohio. This Environmental Restoration Management Contract (ERMC), with a value of $3.5 - $5 billion, was the largest remediation project ever undertaken by the Federal Government. Managed the company "transition team" during the three-month "phase-in" period before Fluor assumed contract responsibility from Westinghouse.

Merged two predecessor companies, London Nuclear Services and NUS Process Services Corporation, into LN Technologies. This resulted in lower overhead, service integration and a broader customer base.Managed all company activities in the chemical decontamination and low-level radwaste processing markets in the United States, as well as licensing agreements in Europe (Framatome) and the Far East (Kurita). Led the company to its position as the largest chemical decontamination company in the world and the third largest low-level radwaste processing company in the United States.Won the world's largest single chemical decontamination contract to perform chemical decontamination projects at multiple Commonwealth Edison Company (now Exelon) nuclear facilities. Established an organization and developed the infrastructure to perform three major chemical decontamination projects simultaneously.

Secured NRC licenses for the fabrication of high integrity containers and Type A and B low-level radwaste shipping casks. Operated a fleet of transportation equipment used to transport low-level radwaste to burial facilities across the United States. Responsible for transportation of the Three Mile Island Submerged Demineralization System (SDS) zeolite resin (over 50,000 curies) to the DOE in Idaho. Established, equipped and secured a radioactive material license for a 45,000 square foot facility used to store, maintain and support the field operation of contaminated nuclear equipment. Implemented a U. S. Nuclear Regulatory Commission-approved Quality Assurance Program. Secured approval of three NRC Topical Reports on specific waste processing technologies. Graduated from the Philip Crosby Quality College in Winter Park, Florida. Managed implementation of the Quality Improvement Process (QIP) within the company.

Managed 50 engineering, operations and support personnel executing waste management projects at over 20 plant sites across the U.S. Responsible for operation of a licensed radioactive maintenance facility and inventory warehouse at the Barnwell nuclear waste disposal facility. Introduced two new technologies to the radwaste service market. Working closely with Dow Chemical Company, developed a new generation of solidification units using the Dow resin. Managed the design, fabrication and testing of a pressurized, high-flow demineralization system.

Conducted U.S. Nuclear Regulatory Commission Operator License training at numerous nuclear facilities across the U.S. Directed research reactor training programs at Penn State and North Carolina State University. Despite understaffing by 15%, plant start-up was accomplished on schedule. Served as Chairman of the Radiological Central Practices Audit Committee.Nuclear Submarine Officer Qualified as Officer-of-the-Deck on the USS James Monroe (SSBN 622), a nuclear fleet ballistic missile (FBM) submarine. Qualified as Engineering Officer of the Watch responsible for "technical supervision and operational control" of navy nuclear power plants. Made three Polaris Deterrent Patrols Pacific.
