Coordinates intergovernmental activities w/ Departments of Homeland Security, Energy, and State to exchange security-related information and support transportation security initiatives.

Retired 1 March 2014 after 34 years and 10 mo.USCG EPLO to FEMA Region V-OCT 2011 USCG EPLO positions directly support the Commandant’s three Reserve program missions: (1) Maritime Homeland Security; (2) Domestic and expeditionary support to National Defense;(3) Domestic, natural or man-made, disaster response and recovery. EPLOs work closely with their respective District EPLO Coordinator. They are assigned to foster exchange of information, promote cooperation and communication, and coordinate the planning and implementation of contingency plans with federal, state, and local emergency preparedness partners. Was assigned to Command & Staff for the NATO 2012 Chicago Summit (A designated NSSE ) and deployed to FEMA JFO in New York for response operations for Hurricane Sandy. Was designated as the Senior USCG rep to the FEMA JFO. Coordinated with the OPS and Planning sections of the JFO for USCG support to the recovery efforts.

US Coast Guard Liaison Officer to Joint Force HQ- National Capitol Region.Detached to US NORHTCOM Subcommand in the Nations Capitol. Responsible for advising Commander Joint Force HQ-National Capital Region (JFHQ-NCR), the Dir of Ops (J3) & Chief, Joint OPS Center (JOC) on capabilities, limitations, and employment of USCG and Partner maritime assets. Coordinates & integrates maritime assets during events & maintains maritime common operational picture in support of Joint Ops Center. Coordinates w/units of the USCG & USN and Other Federal, State & Local L/E partners for operations in the Joint Operational Area (JOA) to ensure daily situational awareness. Serves as the command’s subject matter expert to develop plans, policy, procedures, standards and directives on maritime domain operations for JFHQ-NCR. Provides recommendations and courses of action for maritime functions. Was the senior USCG Sector Baltimore representative to the USCG Area Maritime Security Committee in the Nations Capital. Coordinated numerous operations with Federal State Local and Private Maritime Partners. Operations included numerous National Special Security Events (NSSE: an event of national or international significance). NSSE operations included the 2009 Inauguration of the 44th President of the United States, 2006 State Funeral of Gerald Ford, and six State of the Union Addresses, two of which I was designated by the Commander, Joint Task Force (JTF) as Battle Captain, responsible for the execution of JTF operations in the Joint Operations Center.

HOMELAND SECURITY OPERATIONS OFFICER- 5TH DISTRICT MARINE SAFETY OFFICE; MARITIME SECURITY BRANCH (Aug 2004-July 2005)Coordinate cutter,boat,aircraft,personnel & monetary resources assigned by the 5th US Coast Guard District (S. New Jersey/Philly to N. Carolina) for the US Coast Guard Maritime Homeland Security mission (MHLS).Coordinate operational activity of D5’s USCG field units along with other Federal, State and Local agencies for protection of the Nation’s critical infrastructure. This included Nuclear power plants in the Area of Operations (AOR), which included Peach Bottom, Limerick, Three Mile Island, Calvert Cliffs, Salem, and Oyster Creek NPPs. This operational activity included planning with, understanding, and supporting other government agencies protection concerns, patrol and security requirements. Assisted Commander, 5th Coast Guard District in designing and implementing joint patrols of NPPs in AOR. Implemented security protocols for military out-loads, High interest vessel (HIV) security boardings and US Naval escorts in AOR. Controlling/ Monitoring Civilian foreign & domestic commercial and private maritime traffic commensurate with the established Maritime Security condition (MARSEC).Direct and coordinate force protection requirements for US Naval, Civilian domestic and foreign-flagged high value vessels.Manage, Track & Coordinate 5th Coast Guard District random harbor patrols to provide presence and deterrence in US Ports and Waterways.Develop MHLS operational guidance for subordinate commands (i.e. Sectors/Groups/MSOs) and provide input and report to the higher command, USCG ATLANTIC AREA (Maine to Florida and Gulf of Mexico and extending to the Mississippi River and the Great Lakes).Advise/supervise the Fifth District Command Center in responding to MHLS issues. Coordinate MHLS-related projects beyond the capability of the Staff with appropriate external staff elements to ensure alignment/consistency and avoid duplication of effort.

COMMAND DUTY OFFICER 5TH DISTRICT HOMELAND SECURITY COMMAND CENTER (Feb 2003-Aug 2004)• Coast Guard Fifth District Outload Management Team Watch Section Supervisor from February to June of 2004 for Operations Iraqi Freedom, Liberty Shield and Neptune Shield.• Supervised 24/7 operations of 4 Junior Officers, Tracked operations in 4 strategic ports, was able to provide oversight for over 2,500 port security patrols, 30 high interest vessel boardings, 260 air sorties, and 60 vessel escorts. • Duties include the set up of the Coast Guard HLS Command to organize, protect, and monitor the Military Outload of all equipment from 4 strategic ports from Philadelphia, PA to Wilmington, NC.• Established standard operating procedures, coordinated logistics, and put critical infrastructure in place to effectively manage the transition to wartime operational tempo. • Developed and implemented the programs for use in the newly created Homeland Security Desk for use in the 5th Coast Guard District.• Managed the communication and documentation of all operational aspects of Coast Guard escorts of High Value Naval Assets, Commercial Passenger Cruse Ship Security, Naval Security Protections Zones, and Critical Maritime Infrastructure.• Training Officer, trained 12 junior officers in the Homeland Security Watch. Designed the Watch program including the Lant/D5 PQS, training timeline and break in schedule.
